As America wrestles with the best way to deter or respond to a WMD attack, the National policy and National strategy to counter WMD has undergone a subtle but significant evolution since the terrorist attacks in America on 9/11. Defending the U.S. from WMD attack evolution can be categorized into two frameworks: Combating WMD (2002-2009) and Countering WMD (2010-Present). These frameworks for national strategy and policy can be traced all of the way through multiple levels of national documents to Army doctrine. The change to countering WMD policy and strategic guidance is generally consistent from National and Department of Defense (DoD) documents. The Joint doctrine and service doctrine is also generally consistent with the National and DoD guidance. Army strategic guidance and doctrine does not reflect some of the changes from the combating to countering WMD framework and should be updated to avoid confusion in the Joint Force and Army leadership.

"Defense's Nuclear Agency, 1947-1997" traces the development of the Armed Forces Special Weapons Project (AFSWP), and its descendant government organizations, from its original founding in 1947 to 1997. After the disestablishment of the Manhattan Engineering District (MED) in 1947, AFSWP was formed to provide military training in nuclear weapons' operations. Over the years, its sequential descendant organizations have been the Defense Atomic Support Agency (DASA) from 1959 to 1971, the Defense Nuclear Agency (DNA) from 1971 to 1996, and the Defense Special Weapons Agency (DSWA) from 1996 to 1998. The National Military Strategy (NMS) to Combat Weapons of Mass Destruction (WMD) is derived from the Department of Defense's (DOD) mission to dissuade, deter and defeat those who seek to harm the United States, its allies, and partners through WMD use or threat of use and, if attacked, to mitigate the effects and restore deterrence. Its purpose is to provide DOD Components guidance and a strategic framework for combating WMD. The strategy uses an "ends, ways, means" approach to planning, executing and resourcing, and emphasizes those combating WMD missions in which the military plays a prominent role. Guiding Principles Six guiding principles underpin the National Military Strategy to Combat WMD. These principles should be used as a foundation for the development of all combating WMD concepts of operations and plans. Active, Layered, Defense-in-Depth. In order to protect the United States and defeat aggressors, the U.S. Armed Forces must establish an active defense. The U.S. Armed Forces will focus military planning, posture, operations, and capabilities, in accordance with mission essential tasks, on the active, forward and layered defense of our nation, our allies, partners, and interests. Situational Awareness and Integrated Command and Control. The decision to employ specialized combating WMD capabilities for simultaneous operations demands a highly flexible and adaptive command and control process informed by timely, credible, and actionable intelligence. Global Force Management. Any combating WMD capabilities we develop in the future must be visible to combatant command planners and include responsive and agile forces that can be rapidly task organized and equipped to accomplish assigned missions. Capabilities-Based Planning. We must plan for and develop capabilities that could be employed against a range of threats and associated capabilities while balancing the requirements for targeted strategies against known proliferators. Effects-Based Approach. We will use an effects-based approach in planning, execution, and assessments to achieve efficient results and reduce risk to mission and campaign objectives, as well as to our combating WMD-related resources. Assurance. Where possible, we will encourage action by like-minded States, work with our international allies, partners, and operate through regional States to combat WMD actively.

In this comprehensive assessment, defense policy specialists Jason Ellis and Geoffrey Kiefer find disturbing trends in both the collection and analysis of intelligence and in its use in the development and implementation of security policy. Actors of concern pose a threat of developing, acquiring, proliferating, or employing weapons of mass destruction (WMD) and related capabilities, expertise, materials, technologies, and means of delivery. These activities present a clear threat to the strategic objectives of the United States. State or non-state actors may use WMD to conduct a catastrophic attack on U.S. citizens and infrastructure; to exploit U.S. power projection, sustainment, and force protection vulnerabilities; to deny access to an area or region and limit the ability of the United States to respond to urgent threats; or to undermine the support for U.S. policies and actions by key regional partners. This strategy seeks to ensure that the United States and its allies and partners are neither attacked nor coerced by actors with WMD. Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives.
