This Storm Water Pollution Prevention Management Plan (SWPPMP) has been prepared as part of the United States Air Force (USAF) group permit application. This Plan includes all the components of a storm water pollution prevention plan as outlined in USEPA guidance for general permit holders. Pacific Environmental Services, Inc. (PES) prepared this SWPPMP for Scott AFB through PES' contract with the USAF Armstrong Laboratory. Section 1 provides an introduction to the SWPPMP while Section 2 addresses organizational responsibilities; consisting of a description of the storm water management team at Scott AFB and implementation procedures to be followed. Section 3 presents the general characteristics of Scott AFB, including site history, topography, and general management of the SWPPMP. This section also includes a description of each drainage area and outfall with regard to industrial activities and potential sources of storm water pollution. Section 4 summarizes the storm water cross-connections identified under this work assignment. Section 5 describes the management practices for storm water pollution prevention, including process modifications and structural controls. Section 6 describes ongoing compliance and monitoring activities including inspection procedures and monitoring parameters such as analytes, locations, and sampling frequencies.-BKA.

Facilities requiring permits are those classified as industrial under one of eleven categories as defined in 40 CFR 122.26(b)(1 4)(i)-(xi). EPA has ruled that military bases are subject to storm water regulations based on secondary activities such as hazardous waste storage (category iv), Installation Restoration Program (lRP) sites (category v), aircraft maintenance/refueling (category viii), and waste water treatment (category ix). The relevant activities at Patrick AFB that make the base industrial under the NPDES program are the hazardous waste storage facility, aircraft maintenance/refueling activities, and two waste water treatment plants. The purpose of the SWPPP is to; (1) identify potential sources of pollution which may reasonably be expected to affect the quality of storm water discharge associated with industrial activity from the facility; (2) Implement best management practices (BMPs) to minimize storm water pollution; and (3) assure compliance with all terms and conditions of the Permit.-BKA.
