Book Description
We model a procedural reform aimed at restoring a proper role for the minority in the confirmation process of judicial nominations in the U.S. Senate. We analyze a proposal that would call for nominations to the same level court to be collected in periodic lists and voted upon individually with Storable Votes, allowing each senator to allocate freely a fixed number of total votes. Although each nomination is decided by simple majority, storable votes make it possible for the minority to win occasionally, but only when the relative importance its members assign to a nomination is higher than the relative importance assigned by the majority. Numerical simulations, motivated by a game theoretic model, show that under plausible assumptions a minority of 45 senators would be able to block between 20 and 35 percent of nominees. For most parameter values, the possibility of minority victories increases aggregate welfare.

Storable Votes

Publisher: Oxford University Press on Demand
ISBN: 019530909X
Category : Business & Economics
Languages : en
Pages : 381

Book Description
Storable votes allow the minority to win occasionally while treating every voter equally and increasing the efficiency of decision-making, without the need for external knowledge of voters' preferences. This book complements the theoretical discussion with several experiments, showing that the promise of the idea is borne out by the data: the outcomes of the experiments and the payoffs realized match very closely the predictions of the theory.

Solutions to Political Polarization in America

Solutions to Political Polarization in America PDF Author: Nathaniel Persily
Publisher: Cambridge University Press
ISBN: 1316300048
Category : Political Science
Languages : en
Pages : 317

Book Description
Political polarization dominates discussions of contemporary American politics. Despite widespread agreement that the dysfunction in the political system can be attributed to political polarization, commentators cannot come to a consensus on what that means. The coarseness of our political discourse, the ideological distance between opposing partisans, and, most of all, an inability to pass much-needed and widely supported policies all stem from the polarization in our politics. This volume assembles several top analysts of American politics to focus on solutions to polarization. The proposals range from constitutional change to good-government reforms to measures to strengthen political parties. Each tackles one or more aspects of America's polarization problem. This book begins a serious dialogue about reform proposals to address the obstacles that polarization poses for contemporary governance.

Democracy by the People

Democracy by the People PDF Author: Eugene D. Mazo
Publisher: Cambridge University Press
ISBN: 1316832333
Category : Law
Languages : en
Pages : 505

Book Description
Thanks to a series of recent US Supreme Court decisions, corporations can now spend unlimited sums to influence elections, Super PACs and dark money groups are flourishing, and wealthy individuals and special interests increasingly dominate American politics. Despite the overwhelming support of Americans to fix this broken system, serious efforts at reform have languished. Campaign finance is a highly intricate and complex area of the law, and the current system favors the incumbent politicians who oversee it. This illuminating book takes these hard realities as a starting point and offers realistic solutions to reform campaign finance. With contributions from more than a dozen leading scholars of election law, it should be read by anyone interested in reclaiming the promise of American democracy.
