The Fourth International Working Conference on Statistical and Scientific Data Base Management (IV SSDBM) held on June 21-23, 1988 in Rome, Italy, continued the series of conferences initiated in California in December 1981. The purpose of this conference was to bring together database researchers, users and system builders, working in this specific field, to discuss the particular points of interest, to propose new solutions to the problems of the domain and to expand the topics of the previous conferences, both from the theoretical and from the applicational point of view. The papers of four scientific sessions dealt with the following topics: knowledge base and expert system, data model, natural language processing, query language, time performance, user interface, heterogeneous data classification, storage constraints, automatic drawing, ranges and trackers, and arithmetic coding. Two other special sessions presented work on progress papers on geographical data modelling, spatial database queries, user interface in an Object Oriented SDB, interpretation of queries, graphical query language and knowledge browsing front ends. The conference also had three invited papers on topics of particular interest such as "Temporal Data", "Statistical Data Management Requirements" and "Knowledge Based Decision Support Systems", included in this volume. The introductory paper by M. Rafanelli provides both an introduction to the general concepts helpful to people outside the field and a survey of all the papers in these Proceedings. Furthermore, there were three open panels. Papers by the chairmen, contributions of the panelists and a summary of the respective discussions are included in this volume, too.

The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) communicates its science and engineering (S&E) information to data users in a very fluid environment that is undergoing modernization at a pace at which data producer dissemination practices, protocols, and technologies, on one hand, and user demands and capabilities, on the other, are changing faster than the agency has been able to accommodate. NCSES asked the Committee on National Statistics and the Computer Science and Telecommunications Board of the National Research Council to form a panel to review the NCSES communication and dissemination program that is concerned with the collection and distribution of information on science and engineering and to recommend future directions for the program. Communicating Science and Engineering Data in the Information Age includes recommendations to improve NCSES's dissemination program and improve data user engagement. This report includes recommendations such as NCSES's transition to a dissemination framework that emphasizes database management rather than data presentation, and that NCSES analyze the results of its initial online consumer survey and refine it over time. The past decade has demonstrated the utility of SESTAT, but the SESTAT design shows some deficiencies with respect to response rates, coverage of populations of interest, and its ability to support some useful analyses. To tackle those deficiencies, NSF has proposed three possible design options for improving the database and asked the National Research Council's Committee on National Statistics (CNSTAT) to form the Committee to Review the 2000 Decade Design of the SESTAT. This is the report of that committee. It presents our understanding of the purposes and characteristics of the SESTAT, applies the criteria we believe are important for assessing design options for the database, provides our recommendation for the best approach to adopt in the 2000 decade, and offers our encouragement to NSF to pursue opportunities to improve the understanding of the numbers and characteristics of scientists and engineers in the United States.
