This report presents results of a study conducted to determine the variability of obsrvations made simultaneously by several different observers, to compare those observations with instrument measurements when available, and to look at the temporal variation of observed littoral conditions over a 25-hour period. Littoral Environment Observations (LEO) taken by individual observers were compared with the means of the observations obtained by all observers and with instrument-recorded data when available for a particular variable. Statistical analyses were performed for the different LEO variables to determine the following: (a) confidence intervals; (b) Correlation coefficients; (c) Standard deviations; (d) Consistency between observer and gage; (e) Effect of tides on estimation of parameters (i.e., did the estimates depend on the distance between observer and waves?); (f) The statistical wave height to which LEO wave heights should be compared. The field experiment was conducted at Duck, North Carolina, at the Field Research Facility (FRF) of the Coastal Engineering Research Center on 15-16 August 1978. Six observers simultaneously recorded hourly LEO observations. Concurrent wave measurements were made from the FRF pier with gages and radar.

A directional wave analysis computer program has been developed to analyze the measured directional wave data from an ENDECO Wave-Track buoy. Due to the nature of the buoy, the direction components must be adjusted in order to apply a conventional wave slope analysis. The choice of a Wave-Track buoy stems from the requirement of a light-weight, easy to handle directional sensing wave buoy. The results can be used to validate the directional spread of wave energy produced by the Spectral Ocean Wave Model (SOWM). Also, the resulting directional spread of energy, as produced by the buoy, may now be used with ship motions to produce ship response amplitude operator (RAO's), or combined with ship RAO's to estimate ship motions. The equations are developed to account for buoy motions in a current and in shallow water. Although electronic phase shifts have been adjusted, it is still necessary to develop some analytical solution to compensate for hydrodynamic responses and phase shifts. The analyzed results include frequencies, energy densities, Fourier coefficients, first and second harmonic mean wave directions and root mean square (rms) spreading. Also included is the directional spreading of energy calculated by four different methods. Results have agreed well with other wave measuring buoys as detailed in other sources. Directional wave spectra have been estimated in this study based upon simultaneous subsurface measurements of current and pressure. Two previously developed methods, the stochastic and deterministic approaches, have been reviewed and restudied. It is demonstrated by means of the Correlation Theorem that the stochastic and deterministic approaches are, under certain conditions, identical. In order to improve directional spectrum results obtained from the combined stochastic/deterministic approach, a new method, the geometric approach, has been developed as part of this research effort. The geometric approach matches Fourier transformed wave properties to frequency dependent wavelet pairs in each frequency interval. The amplitude, direction and phase of each wavelet are uniquely specified by equating kinematic and dynamic properties for each frequency component. Wavelets evaluated in each frequency interval do not have an artificially imposed phase constraint in the geometric approach as they have in the stochastic/deterministic approach, providing a more realistic model to represent the directional properties of ocean random waves. This study shows that the geometric approach provides more reliable predictions of the water surface one-dimensional spectra as well as directional spectra. Finally, some semi-empirical equations are proposed and combined to represent the directional spectrum model. A least square error minimization analysis is used to quantify empirical equation parameters. The resulting directional spectra obtained from alternative methods are compared based on either real ocean data or computer simulated data.

This book contains the suite of protocols for the equitable evaluation of marine energy converters (based on either tidal or wave energy) produced by the EquiMar consortium led by the University of Edinburgh. These protocols aim to harmonise testing and evaluation procedures across the wide variety of devices presently available with the aim of accelerating adoption though technology matching and improved understanding of the environmental and economic impacts associated with the deployment of arrays of devices. EquiMar will assess devices through a suite of protocols covering site selection, device engineering design, the scaling up of designs, the deployment of arrays of devices, the environmental impact, in terms of both biological & coastal processes, and economic issues. The series of protocols has been developed through a robust, auditable process and we hope they will provide a firm foundation for project developers, consenting agencies, project funders and technology developers to evaluate concepts.
