We may, however, show what is perhaps the most influential of all the above factors, namely, the growth in average attendance. In like manner, the increase in the annual average expenditure per Child epitomizes the net result of the interaction of most, if not all, of the factors at work} Data bearing upon these two factors are gathered together in Table 2, which shows by 10-year periods the increase from 1870 to 1918 in (1) the number of children in average attendance, (2) the annual expenditure per child in attendance, (3) the total annual expenditure. In no two States is this division the same. In some the tendency is toward strong central State control, as in the State of New York; in some the State assumes a larger part of the burden of support, as in some of the Southern States; in others the burden of support is left almost wholly with local communities, and to these communities is intrusted the control of the schools under general State laws. The State of Massachusetts, and other New England States, as well as several of the Middle Western States, offer examples of this tendency. As expenditures for the maintenance of schools, and public interest in the results of these expenses, increase, students of education, school officers, and taxpayers desire to know what apportionment of support and control is likely to be most effective. The flaw is not in the laudable goals behind past and current school finance policy discussions. The debate recognizes problems with both the overall trend in school performance and the inequities that currently exist - and these problems become the motivation for the subsequent calls to action. The flaw in the traditional school finance debate is that the entire discussion centers on funding and school spending. Spending is (often implicitly) equated to school quality or performance.
