The determination of state-of-the-art meteorological or other systems applicable to the measurement of the atmospheric parameters that affect laser beam propagation is reported in this study. A concept of meteorological support initially envisioning instrumentation deployed in ground-based, balloon-borne, and aircraft-borne systems is developed. Various state-of-the-art techniques and instruments are discussed and compared, with recommendations being made as to the best technique or instrument for the initial system. Calculations of the range dependence of the signal-to-noise ratio for current state-of-the-art lidar systems are presented. An advanced system envisioning solely aircraft-deployed laser remote sensors is conceived. A program to develop improved meteorological instrumentation for airborne laser test is suggested which contains three areas: (1) the determination of those atmospheric parameters which most influence laser radiation; (2) the determination of the variability of these parameters; and (3) the development of remote sensing systems to measure the parameters. The general five-parameter band model for molecular absorptance in the infrared is used in the generation of numerous model variations in order to perform a feasibility analysis of band model representation of the 15-micron CO2 band. The accuracy of the models is evaluated by comparisons with the original line-by-line calculated spectra for vertical paths through a standard inhomogeneous atmosphere. The medium inhomogeneity is taken into consideration through the use of the Curtis-Godson relations, including moment variations. Line intensity effects are studied with actual intensity data averaged over 5/cm and with the use of a temperature-dependent factor. It is concluded that a band model representation may provide sufficient accuracy to be of value in meteorological applications only if the number and phenomenological nature of the band parameters are allowed to vary significantly throughout the band.

Lockheed personnel, along with team member subcontractors and consultants, have performed a preliminary design for the LAWS Instrument. Breadboarding and testing of a LAWS class laser have also been performed. These efforts have demonstrated that LAWS is a feasible Instrument and can be developed with existing state-of-the-art technology. Only a commitment to fund the instrument development and deployment is required to place LAWS in orbit and obtain the anticipated science and operational forecasting benefits. The LAWS Science Team was selected in 1988-89 as were the competing LAWS phase 1/2 contractor teams. The LAWS Science Team developed requirements for the LAWS Instrument, and the NASA/LAWS project office defined launch vehicle and platform design constraints. From these requirements and constraints, the lockheed team developed LAWS Instrument concepts and configurations. A system designed to meet these requirements and constraints is outlined. The LAWS primary subsystem and interfaces - laser, optical, and receiver/processor - required to assemble a lidar are identified. Also identified are the support subsystems required for the lidar to function from space: structures and mechanical, thermal, electrical, and command and data management. The Lockheed team has developed a preliminary design of a LAWS Instrument System consisting of these subsystems and interfaces which will meet the requirements and objectives of the Science Team. This final report provides a summary of the systems engineering analyses and trades of the LAWS. Summaries of the configuration, preliminary designs of the subsystems, testing recommendations, and performance analysis are presented. Environmental considerations associated with deployment of LAWS are discussed. Finally, the successful LAWS laser breadboard effort is discussed along with the requirements and test results. Waves critically affect man in coastal regions, including the open coasts and adjacent continental shelves. Preventing beach erosion, designing and building structures, designing and operating ships, providing marine forecasts, and coastal planning are but a few examples of projects for which extensive information about wave conditions is critical. Scientific studies, especially those in volving coastal processes and the development of better wave prediction models, also require wave condition information. How ever, wave conditions along and off the coasts of the United States have not been adequately determined. The main categories of available wave data are visual estimates of wave conditions made from ships at sea, scientific measurements of waves made for short time periods at specific locations, and a small number of long-term measurements made from piers or offshore platforms. With these considerations in mind, the National Ocean Survey of the National Oceanic and Atmospheric Administration sponsored the Ocean Wave Climate Symposium at Herndon, Virginia, July 12-14, 1977. This volume contains papers presented at this symposium. A goal of the symposium was to establish the foundations for a com prehensive and far-sighted wave measurement and analysis program to fully describe the coastal wave climate of the United States. Emphasis was placed on ocean engineering and scientific uses of wave data, existing wave monitoring programs, and modern measure ment techniques which may provide currently needed data.
