"The State Emergency Operations Plan (SEOP) establishes the policies, plans, guidelines and procedures that will allow agencies with emergency planning, response, recovery or mitigation responsibilities to function effectively when disaster strikes. This Plan is compliant and consistent with Homeland Security Presidential Directive (HSPD) 5 and Presidential Policy Directive (PPD) 8. The state, and the agencies involved, will operate within the principles of the National Incident Management System (NIMS) in support of the National Response Plan and the National Response Framework. This plan provides for the performance of specific functions across the spectrum of hazards, to include all Stafford and non-Stafford Act incidents. Most tasks and capabilities apply across this broad range of hazards. In this manner, Nebraska operates with a unified and integrated approach to disaster management. Unique aspects of certain hazards are addressed separately, as necessary, making this a multi-hazard functional plan" (page i).
