Excerpt from State Banks of Issue in Illinois: The Henry H. Harris Banking Prize Essay This essay was written in competition for a prize of one hundred dollars, offered in 1896 by Mr. Henry H. Harris, of the First National Bank, of Champaign. Three essays were submitted in competition. Professor William A. Scott of the University of Wisconsin, Professor John H.Gray of Northwestern University, and Hon. J. J. P. Odell, then president of the Union National Bank of Chicago, were requested to read the essays and give an opinion, first as to whether any one of them was sufficiently meritorious to deserve the prize, and if so which one; and second, as to whether the successful essay was of sufficient interest and value to put in print. These gentlemen kindly consented to act as judges and unanimously agreed that an affirmative answer could be given to both questions in the case of the essay of Mr. Charles Hunter Garnett, A. M. The essay has been revised somewhat, and cut down for publication. I believe that a complete history of this important subject has not yet appeared. This essay throws some light on an interesting portion of our state history and I take pleasure, therefore, in sending it forth as a contribution thereto by one of the students of my department. There is much valuable material for a history of Illinois not yet worked up. I trust that from time to time we shall be able to take up one topic or another relating to this history. Certainly that is a proper field of activity for the state University. The generosity of Mr. Harris suggests a way by which friends of the University may be very helpful to her.
