Primary product specialization and coverage ratios are now being produced and published for Canadian manufacturing values. A prerequisite for releasing these ratios has been an algorithm for detecting and treating confidential values. The algorithm that has been developed includes the use of rounding and the application of ranges; such treatment allows information to be released for each and every industry. This paper describes that algorithm. The paper also details a number of methodological issues which arise in constructing specialization and coverage ratios and assesses the conceptual and empirical impact of different possible treatments. A number of limitations and some data highlights are also described. The Appendix comprises the published 1992 ratios.
