In order to clarify that matter and answering Sen ator Dirksen, Mr. Welch and I agree that before a telephone call which is monitored may be put in evidence, that is, the monitoring of the telephone call, that the consent Of the parties must be had. It is my understanding that Senator Dirksen desires now to read into the record certain telephone calls, monitored telephone calls between him self and the Secretary of the Army. It is further my understanding that the Secretary Of the Army has consented thereto. Senator Dirksen, by the very reading Of these telephone calls, consents thereto.
