The book analyses the emerging centre-periphery divisions within the European Union which result from the unprecedented conditions created by the 2008-09 global financial crisis and the subsequent Eurozone sovereign debt crisis. The multiple layers of policy coordination which emerged in response to the crisis have initiated a process by which the EU is increasingly divided in terms of the level of vertical integration between the Eurozone core group and differentiated peripheries amongst the outsiders. At the same time the sovereign debt crisis has created a periphery of predominantly Southern European countries within the Eurozone that became dependent on external financial support from the other member states. The contributions in this book critically examine various aspects of the emerging internal post-crisis constellation of the EU. The main focus lies on national and supranational governance issues, national dynamics and dynamics in the Eurozone core as well as in the periphery. This book elucidates the link between the politics of a now seemingly permanent crisis in Europe and the politicisation of European integration. Looking at the epistemic dimension of crises, it suggests that the way in which a crisis is framed and contested determines its potential impact on the level of politicisation of European integration. Europe is more challenged and contested today than it has even been, facing crisis of an almost existential kind. Yet, political crises are manufactured and narrated, so Europe has the possibility to intervene and ‘bring about her recovery’, instead of letting these crises prove terminal. This book explores the political process in and through which certain events come to be framed as constitutive of a moment that requires a decisive intervention. It shows that crises require a double framing: a situation needs to be identified as one of crisis in the first place and, subsequently, the nature and character of the crisis need to be specified. By examining a wide range of policy areas, the book demonstrates that framing of crises, i.e., identifying one situation both as a crisis and a crisis of a particular kind, contributes to the politicisation (or depoliticisation) of the process of European integration. How has the economic and financial crisis that started in 2007 affected European integration? Observers have been speculating about whether the crisis will ultimately lead to a strengthening or weakening of the European Union. This book studies the effects of the crisis on EU policy-making and institutional arrangements on one hand, and citizens’ EU attitudes and political parties’ electoral strategies on the other. It concludes that, at least in the short run, the crisis has overall created an opportunity for European integration rather than an obstacle. First, it has triggered events of proposed and actual far-reaching policy and institutional change. Second, negative effects on public opinion have not (yet) systematically translated into tendencies of stagnation or disintegration. Pictures of Angela Merkel in a Nazi uniform, the burning of German flags, newspaper articles portraying Southern Europe as work-shy and Northern Europe as tight-fisted: The Eurozone crisis has thrown up old stereotypes; often digging into well-established historical images of ‘the other’. The conscious or tacit (ab)use of national prejudices by politicians and parts of the media, and the strong emotional reactions among European citizens have caused a lot of public concern about the likely negative implications of such reawakening of national clichés and the newly hardening boundaries they construct for the process of European integration. It is evident that current and recent crises confront European citizens with profound dilemmas which they seek to make sense of, and in response to which much new political mobilisation takes place.
