This synthesis will be of interest to engineering managers, design engineers, traffic engineers, computer personnel, and others interested in advanced computer applications for highway design and operations. Information is provided on the history of knowledge based expert systems (KBES), current applications of these systems in transportation departments, potential applications, and hardware and software requirements. Additionally, some detailed programming information from two operational expert systems is included. There is growing use of computers in transportation departments, and KBES represent an area in which several highway agencies are gaining experience and obtaining promising results. This report of the Transportation Research Board describes the current state of the practice with respect to KBES, as well as the historical development of expert systems and the more general field of artificial intelligence. The 33rd Annual Meeting of the German Association for Medical Documentation, Informatics and Statistics was combined with a Special Topic Conference of the European Federation for Medical Informatics and takes place at Hannover, F. R. of Germany, from September 26 to 29, 1988. It was planned and initililly prepared by the late Prof. P. L Reichertz, who headed the Hannover institute from 1969 to 1987. To commemorate his contribution to the development of medicine the conference was devoted to him "Peter Reichertz Memorial Conference on Expert Systems and Decision Support in Medicine" Since computers in the early Fifties were first applied to support medical reasoning, various phases of euphoria and resi~ation have . followed. Every new methodology which became technically possible was and will be applied to the old questlon of how to diagnose diseases more reliably. Artificial Intelligence is just one new approach to the old challenge. Over the years some· authors have been very optimistic and put forward opinions which motivated the common press to coin the phrase 'Dr. med. computer'. Papers printed under this heading rebuffed the majority of physiCians for many years. Today we know that medical decision making is a most complex buman performance. And 30 years of research on decision support have given us only limited insight into the underlying processes. Most of the principal methodological questions were already asked very early on.

It has long been a dream to realize machines with flexible visual perception capability. Research on digital image processing by computers was initiated about 30 years ago, and since then a wide variety of image processing algorithms have been devised. Using such image processing algorithms and advanced hardware technologies, many practical ma chines with visual recognition capability have been implemented and are used in various fields: optical character readers and design chart readers in offices, position-sensing and inspection systems in factories, computer tomography and medical X-ray and microscope examination systems in hospitals, and so on. Although these machines are useful for specific tasks, their capabilities are limited. That is, they can analyze only simple images which are recorded under very carefully adjusted photographic conditions: objects to be recognized are isolated against a uniform background and under well-controlled artificial lighting. In the late 1970s, many image understanding systems were de veloped to study the automatic interpretation of complex natural scenes. They introduced artificial intelligence techniques to represent the knowl edge about scenes and to realize flexible control structures. The first author developed an automatic aerial photograph interpretation system based on the blackboard model (Naga1980). Although these systems could analyze fairly complex scenes, their capabilities were still limited; the types of recognizable objects were limited and various recognition vii viii Preface errors occurred due to noise and the imperfection of segmentation algorithms.
