Government acts as entrepreneur when its involvement in market activities is both innovative and characterized by entrepreneurial risk. Thinking of government as entrepreneur is a unique lens through which the authors of this book examine a specific subset of U.S. government policy actions. As such, their viewpoint underscores the purposeful intent of government, its ability to act in new and innovative ways, and its willingness to undertake policy actions that have uncertain outcomes. Viewing particular policy actions through an entrepreneurial lens is useful in two broad dimensions. First, it underscores the forward looking nature of policy makers as well as the need to evaluate the social outputs and outcomes of their behavior in terms of broad spillover impacts. Second, government acting as entrepreneur parallels in concept similar activities that occur in the private sector. Government as Entrepreneur is the first broad effort to emphasize the entrepreneurial aspects of governments. It is also the first systematic treatment of U.S. innovation policies to promote the formation of strategic research partnerships. It will foster a new perspective on the role of government and how incentives for government to act entrepreneurially might be institutionalized; it will serve as a vehicle for policy makers and scholars to think about the entrepreneurial actors in an economy, in a new way.

The colloquium was held in the UK each year until 1998 when the event was held in Grenoble, France. Since then the conference venue has alternated between the United Kingdom and Continental Europe, and the event was renamed the European Conference on Information Retrieval. In recent years, ECIR has continued to grow and has become the major European forum for the discussion of research in the ?eld of Information Retrieval. To mark this metamorphosis from a small informal c- loquium to a major event in the IR research calendar, the BCS-IRSG decided to rename the event to the European Conference on Information Retrieval. ECIR2004received88fullpapersubmissions,fromacrossEuropeandfurther a?eldincludingNorthAmerica,ChinaandAustralia,atestamenttothegrowing popularity and reputation of the conference. Out of the 88 submitted papers, 28 were accepted for presentation. All papers were reviewed by at least three reviewers. This volume seeks to promote and stimulate further research in music and empathy, with contributions from many of the leading scholars in the fields of music psychology, neuroscience, music philosophy and education. It exposes current developmental, cognitive, social and philosophical perspectives on research in music and empathy, and considers the notion in relation to our engagement with different types of music and media. Reading Digital Fiction offers the first comprehensive and systematic theoretical, methodological, and analytical examination of digital fiction from a cognitive and empirical perspective. Proposing the new concept of “medial reading”, it argues for the centrality of an audience’s interest in, awareness of and/or attention to the medium in which a text is produced and received, and which we argue should be applied to reader data across media. The book analyses and theorises five generations of digital fiction and their reading including hypertext fiction, hypermedia fiction, narrative video games, app fiction, and virtual reality. It showcases medium- and platform-specific methods of qualitative reader response research across a variety of contexts and settings from screen-based and embodied interaction to gallery installation, and from reading group and individual interview to think-aloud methodologies. The book thus addresses the unique affordances of digital fiction reading by designing and reporting on new empirical studies focusing on hypertextuality, interactivity, immersion, as well as medium-specific forms of textual “you”, ontological ambiguity, reader orientation and empathy.
