The central aim of this paper is to identify the content of the principles of stability, national sovereignty and solidarity and to analyse how these principles interact with regard to EU economic governance. The first prong of this paper research is largely conceptual in nature and looks at the principles of national sovereignty, stability and solidarity in a constitutional and conceptual way. The different conceptions of national sovereignty in the United Kingdom, Germany and the Netherlands are contrasted. The second part applies the principles of stability, solidarity and national sovereignty to the area of economic governance in the European Union. The second prong of our research takes a more practical viewpoint and focuses on the economic constitutional framework which the EU and the Member States have set up and in which they currently operate. Specifically, this part concentrates on the, mainly, executive measures which are adopted in the context of the European Semester. The analysis reveals an ambiguous relation and interaction between the principles, both at the conceptual level and at the level of economic policies. In any case, if national sovereignty is defined as being more than just the exercise of state powers, the interplay with solidarity and stability will not necessarily boil down to a zero-sum game. Instead, the three principles increasingly emerge as mutually indispensable and inseparable.

In Varieties of Sovereignty and Citizenship, scholars from a wide range of disciplines reflect on the transformation of the world away from the absolute sovereignty of independent nation-states and on the proliferation of varieties of plural citizenship. The emergence of possible new forms of allegiance and their effect on citizens and on political processes underlie the essays in this volume. The essays reflect widespread acceptance that we cannot grasp either the empirical realities or the important normative issues today by focusing only on sovereign states and their actions, interests, and aspirations. All the contributors accept that we need to take into account a great variety of globalizing forces, but they draw very different conclusions about those realities. For some, the challenges to the sovereignty of nation-states are on the whole to be regretted and resisted. These transformations are seen as endangering both state capacity and state willingness to promote stability and security internationally. Moreover, they worry that declining senses of national solidarity may lead to cutbacks in the social support systems many states provide to all those who reside legally within their national borders. Others view the system of sovereign nation-states as the aspiration of a particular historical epoch that always involved substantial problems and that is now appropriately giving way to new, more globally beneficial forms of political association. Some contributors to this volume display little sympathy for the claims on behalf of sovereign states, though they are just as wary of emerging forms of cosmopolitanism, which may perpetuate older practices of economic exploitation, displacement of indigenous communities, and military technologies of domination. Collectively, the contributors to this volume require us to rethink deeply entrenched assumptions about what varieties of sovereignty and citizenship are politically possible and desirable today, and they provide illuminating insights into the alternative directions we might choose to pursue.

The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.
