This book examines regional integration in Africa, with a particular focus on the Southern African Development Community (SADC). It argues that the SADC’s pursuit of a rationalist and state-centric form of integration for Southern Africa is limited, as it overlooks the contributory role and efficacy of non-state actors, who are relegated to the periphery. The book demonstrates that civil society networks in Southern Africa constitute well-governed, self-organised entities that function just like formal regional arrangements driven by state actors and technocrats. The book amplifies this point by deploying New Institutionalism and the New Regionalism Approach to examine the role and efficacy of non-state actors in building regions from below. The book develops a unique typology that shows how Southern African regional civil society networks adopt strategies, norms and rules to establish an efficient form of alternative integration in the region. Based on a critical analysis of this self-organised regionalism, the book projects the reality that alternative regionalism driven by non-state actors is possible. This book expands the study of regionalism in the SADC, and makes a significant and innovative contribution to the study of contemporary regionalism.

The SADC Protocol on Gender and Development is the only sub-regional instrument in the world that brings together global and continental commitments to gender equality in one instrument used to enhance accountability. The Southern African Gender Protocol Alliance is a network of country and regional NGOs that campaigned for the Protocol, its updating, implementation and tracking. Originally aligned to the Millennium Development Goals that expired in 2015, SADC Gender Ministers updated the Protocol and aligned it to the Sustainable development Goals (SDGs), Beijing Plus Twenty and the Africa Agenda 2063 in 2016. In July 2017, the Ministers adopted a Monitoring, Evaluation and Reporting Framework (MERF) that will be the basis of future reporting. Now in its ninth edition, the 2017 Barometer is the first assessment of the Post-2015 SADC Gender Protocol. Mandela's Kinsmen is the first study of the fraught relationships between the ANC leadership and their relatives who ruled apartheid's foremost "tribal" Bantustan, the Transkei. In the early 20th century, the chieftaincies had often been well-springs of political leadership. In the Transkei, political leaders, such as Mandela, used regionally rooted clan, schooling and professional connections to vault to leadership; they crafted expansive nationalisms woven from these "kin" identities. But from 1963 the apartheid government turned South Africa's chieftaincies into self-governing, tribal Bantustans in order to shatter African nationalism. While historians often suggest that apartheid changed everything - African elites being eclipsed by an era of mass township and trade union protest, and the chieftaincies co-opted by the apartheid government - there is another side to this story. Drawing on newly discovered accounts and archives, Gibbs reassesses the Bantustans and the changing politics of chieftaincy, showing how local dissent within Transkei connected to wider political movements and ideologies. Emphasizing the importance of elite politics, he describes how the ANC-in-exile attempted to re-enter South Africa through the Bantustans drawing on kin networks. This failed in KwaZulu, but Transkei provided vital support after a coup in 1987, and the alliances forged were important during the apartheid endgame. Finally, in counterpoint to Africanist debates that focus on how South African insurgencies narrowed nationalist thought and practice, he maintains ANC leaders calmed South Africa's conflicts of the early 1990s by espousing an inclusive nationalism that incorporated local identities, and that "Mandela's kinsmen" still play a key role in state politics today. In August 2008, Heads of State of the Southern African Development Community adopted the ground-breaking SADC Protocol on Gender and Development. This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. By the 2013 Heads of State summit, 13 countries had signed and 12 countries had ratified the SADC Gender Protocol. The Protocol is now in force. With two years to go, time is ticking to 2015, when governments need to have achieved 28 targets for the attainment of gender equality. In keeping with the Alliance slogan: "Yes we must", this 2013 Barometer provides a wealth of updated data against which progress will be measured by all those who cherish democracy in the region.
