CEPS work on South East Europe was initiated in late 1998 as the first area of intensive activity under the Wider Europe programme. A landmark proposal for a comprehensive plan for the Balkans was produced during NATO"s bombing campaign in Kosovo in Spring 1999. A network of institutes, the Europa South-East Policy Forum, was established in July 1999, later broadened and renamed the South-East Europe Policy Institutes Network (SEEPIN). CEPS has sustained its high level of activity on South East Europe through the organisation of conferences and seminars (including a conference on Montenegro at CEPS in Brussels with the participation of the President of Montenegro, Milo Djukanovich), and through numerous publications (including the monthly Europa South East Monitor.
