Toward a Comprehensive Tax Reform for Italy
Author: Emile Cammeraat
Publisher: International Monetary Fund
ISBN: 1513529226
Category : Business & Economics
Languages : en
Pages : 38
Book Description
This paper evaluates elements of a comprehensive reform of the Italian tax system. Reform options are guided by the principles of reducing complexity, broadening the tax base, and lowering marginal tax rates, especially the tax burden on labor income. The revenue and distributional implications of personal income and property tax reforms are assessed with EUROMOD, while a microsimulation model is developed to evaluate VAT reform options. Simulations suggest that a substantial reduction in the tax burden on labor income can be obtained with a revenue-neutral base-broadening reform that streamlines tax expenditures and updates the property valuation system. In addition, a comprehensive reform would benefit low- and middle-income households the most, by lowering significantly their overall current tax liability, which results in increased progressivity of the tax system.

Addressing Inequality in Budgeting Lessons from Recent Country Experience
Author: OECD
Publisher: OECD Publishing
ISBN: 9264920927
Category :
Languages : en
Pages : 183
Book Description
In many countries, public expenditure, including transfers, plays a major role in reducing income inequality. The report reviews the various ways that budgeting can be used to this end. A first includes taking a broad approach to results-based budgeting, taking social and distributional goals into consideration. A second relies on integrating distributional impact analysis directly into the budget process. The report discusses the concrete experience of eight OECD countries in this area, analysing how they are integrating distributional impact assessment in spending and budgeting decisions. Finally, it discusses the tools, frameworks and data that are needed to take distributional considerations into account as part of evidence-informed policy making.

The Italian Labor Market
Author: Mr.Martin Schindler
Publisher: International Monetary Fund
ISBN: 1451871953
Category : Business & Economics
Languages : en
Pages : 24
Book Description
Despite improvements in labor market performance over the past decade, owing in part to past reforms, Italy's employment and productivity outcomes continue to lag behind those of its European peers. This paper reviews Italy's institutional landscape and labor market trends from a cross-country perspective, and discusses possible avenues for further reform. The policy discussion draws on international reform experience and on simulations based on a calibrated labor market matching model. A key lesson is that the details of reform design, and the sequencing of reforms, matter greatly for labor market outcomes and for the fiscal costs associated with these reforms.

The Italian Economy at the Dawn of the 21st Century
Author: Massimo Di Matteo
Publisher: Routledge
ISBN: 1351771256
Category : Political Science
Languages : en
Pages : 378
Book Description
This title was first published in 2003. Most of the essays collected in this volume are the revised versions of the reports presented at a conference held at the University of Tokyo in October 2001, organised as part of the initiatives of the "Italian Year" in Japan, and supported by the Foundation Italy in Japan 2001, the Italian Chamber of Commerce in Tokyo, the Italian Ministries of Foreign Affairs and of Higher Education, and the University of Tokyo. The essays, which aim at a fact-based presentation, provide a thorough survey of the relevant problems and aspects of present-day Italian economy and society. Those peculiar features of the Italian economy, such as its dualistic industrial structure and territorial divide, are analysed at length, with an eye to open policy options. The economic analyses are complemented by presentations of some of the central topics on the Italian social framework, such as the role of family and the "Third Sector".
