The social assessment process is relatively new in the World Bank. Since its use is particularly relevant to countries in transition - politically, socially, economically, and ethnically - where much is still unknown, in 1997 the World Bank published a book of case studies of the use of social assessment in general in the former Soviet Union. This second volume focuses on the social assessment process in the rural sector and includes Central Asian countries and Turkey which were not included in the first volume. This volume has several objectives: first, to disseminate the Bank's experience with social assessment for the use of development practitioners around the world; second, to initiate a dialogue about how the social assessment process can be improved in the future; and third, to demonstrate the usefulness of social assessment in an area of the world where dealing with rapid change and an uncertain knowledge basis is common.

With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. Cities and towns are increasingly becoming the primary locus of poverty in many countries. Rural-urban migration and low urban mortality rates have contributed to the rapid population growth of cities in many parts of the world. With such rapid growth comes an increasing concentration of poverty in urban areas. In parallel, more countries assign local governments increased responsibility in fighting poverty. With decentralization, the responsibility of local social policy goes beyond the execution of centrally designed and funded education and health programs. In many countries, local policymakers today decide on tax rates, expenditure policies, development of new assistance programs, incentives for local economic development, land and zoning laws, and more. The formulation of pro-poor local policies requires good information analyses. Local governments and their partners have both an opportunity and a need to understand the determinants of poverty and impediments for its reduction. This paper is an introduction to how such local information on poverty can be gathered and analyzed. This is the first detailed "grass roots" account of Uzbekistan's protracted decollectivisation process. It explores continuity and the change in relations between rural communities, agricultural producers, and the local state authorities in the cotton-growing region of Khorezm. Built up during the Soviet period, the cotton sector has maintained its importance for the state and for rural communities in the years following independence, although economic parameters and social conditions have worsened significantly. Uzbekistan's agricultural reform path does not follow that of most post-socialist scenarios and continuity with the past remains strong. Despite seeming immobility, the local view on rural society presented in this book unveils an unexpectedly dynamic situation, characterized by shifts in patronage relations, struggles over legitimacy, and transformations in family structure and community life. Poised between the state, their communities, and an emerging stratum of absentee farm "sponsors," the focus is on the new farmers ("fermer") and their struggles for a place in rural society. What emerges from decollectivisation is a complexly articulated new agrarian concern: its new inequalities are rooted in the political economy of cotton.
