By providing real-time information on electricity usage, smart meters have the potential to empower consumers to make more informed decisions about their energy consumption. This can lead to adjustments in their usage behavior towards a level that optimizes utility. However, the effectiveness of smart meters in changing consumers' electricity usage behavior may vary based on their current usage patterns. Despite some empirical studies suggesting a reduction in electricity consumption with smart meters, the overall impact has been found to be small or negligible. To shed light on this issue, our study investigates the reasons behind this phenomenon using smart meter data from Korea. Our empirical analysis supports theoretical predictions that the impact of demand response with enhanced awareness from smart metering depends on the relative discrepancy between actual electricity consumption and the optimal level of consumption. This is one of the reasons why the overall impact of smart meters has been found to be negligible. Therefore, while smart meters have the potential to be effective in reducing electricity consumption, the degree of impact may vary depending on the individual consumer's current usage patterns. Understanding these factors can help utilities and policymakers to design more effective strategies to encourage energy-efficient behaviors.
