Is rapid world population growth actually coming to an end? As population growth and its consequences have become front-page issues, projections of slowing growth from such institutions as the United Nations and the World Bank have been called into question. Beyond Six Billion asks what such projections really say, why they say it, whether they can be trusted, and whether they can be improved. The book includes analysis of how well past U.N. and World Bank projections have panned out, what errors have occurred, and why they have happened. Focusing on fertility as one key to accurate projections, the committee examines the transition from high, constant fertility to low fertility levels and discusses whether developing countries will eventually attain the very low levels of births now observed in the industrialized world. Investment in education is generally recognized as essential for a country's long term economic and social development. However, present macroeconomic conditions have limited allocation of public resources for education. Policymakers are seeking alternative sources of finance, one of which is the tapping of private household resources via user charges. This paper addresses two main issues involved in mobilizing resources by this method: (i) the ability and willingness of families to pay; and (ii) the possible expansion of enrollment that might be accomplished, given public budget constraints. The data on Malawi suggest the following: (i) a moderate fee increase is unlikely to precipitate a large dropout rate among students; (ii) excess demand will more than compensate for those students who do drop out due to the fee increase; and (iii) since fee increases will have a stronger impact on lower income families, they should be linked with equity measures such as scholarships.

Kerala does not conform to the socioeconomic development pattern normally associated with a rapid fertility decline. This report attempts to determine the causes of the decline that Kerala is experiencing. Given that the background description is not inaccurate, attention is focused upon social, cultural, and political characteristics that may be relevant. Three of these seem more important than others: land reform, political awareness, and education. Extensive land reform has not only redistibuted the wealth, but has also contributed to the decline of the matriarchal systems; every aspect of life in Kerala is politicized, facilitating better delivery of government services; and high educational attainment has been accompanied by high unemployment among the educated. All these factors seem to have had an effect on the declining fertility rate; family planning programs seem to have been insignificant.

Indian fertility has declined by at least 25 percent in the last twenty years. The current total fertility rate is 4.8%, which is lower than that in any other country at the same or a lower level of socioeconomic development, as measured by per capita income, infant mortality, female education, and the like. Nearly 90 percent of the fertility decline in the period 1961-81 can be accounted for by the increase in family planning practice, and the balance by an increase in the age at marriage. The authors interpretation of the extent, pattern, and socioeconomic correlates of fertility decline in India is that, in the changing socioeconomic situation, the increase in the cost of bringing up children creates a situation in which a smaller family size is becoming an economic necessity to an increasing number of couples. The family planning program served not only this emerging demand for small families, but created additional demand for contraception through information and incentives.

This paper provides a theoretical framework to understand the way in which exchange controls modify the behavior of the different agents in the economy, leading to the creation of a parallel market economy. It gives the necessary theoretical elements to analyze this parallel market economy and provides a simple methodology to obtain relevant quantitative information about it. Finally, the paper elaborates on some of the policy implications of the existence of a parallel market economy. The model developed shows that the parallel market activities can be explained through the optimizing behavior of exporters and importers, which determines the amount of import and export smuggling, the level of the rent-seeking activity, and the black market exchange rate that is consistent with an equilibrium position where no one has any more incentives to move from their attained position. A method to detect the presence, and assess the magnitude of the parallel market economy, as well as to explain its behavior quantitatively, is then developed and applied to the case of Ghana.
