Kären Wigen probes regional cartography, choerography, and statecraft to redefine restoration (ishin) in modern Japanese history. As developed here, that term designates not the quick coup d’état of 1868 but a three-centuries-long project of rehabilitating an ancient map for modern purposes. Drawing on a wide range of geographical documents from Shinano (present-day Nagano Prefecture), Wigen argues that both the founder of the Tokugawa Shogunate (1600–1868) and the reformers of the Meiji era (1868–1912) recruited the classical map to serve the cause of administrative reform. Nor were they alone; provincial men of letters played an equally critical role in bringing imperial geography back to life in the countryside. To substantiate these claims, Wigen traces the continuing career of the classical court’s most important unit of governance—the province—in central Honshu.

On 4 May 1940 the third Yamato-class battleship was laid down at the Navy Shipyard in Yokosuka. It was to be named Shinano, after a province on Honshu Island, in Nagato prefecture. That was also the name of the longest river in Japan (320 km). Admiral Yamamoto was born at its banks. Due to material supply difficulties, in December 1940 the construction was suspended. In 1942, after the Japanese defeat at Midway (four aircraft carriers were lost) it was decided to continue the construction of the ship as an aircraft carrier, in order to partially make up for losses suffered in this class of ships. The rebuilding scheme was designed by Vice Admirals Keji Fukuda and Seichi Izamur.

"Soon after overthrowing the Tokugawa government in 1868, the new Meiji leaders devised ambitious plans to build a modern nation-state. Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations.
