This is the first report of the commission appointed to undertake dialogue with Canadians on the future of Canada's public health care system and to make recommendations for ensuring the long-term sustainability of the system. It focusses on results of the fact-finding work of the commission and begins with an overview of the commission's research process. The main section reviews what the commission heard & learned regarding four themes: Canadian values and how they are & should be reflected in the Canada Health Act; health system sustainability & funding; health care quality & access; and leadership, collaboration, & responsibility. The final section discusses three major challenges to be addressed in the next phase of the commission's work, a national consultation with Canadians. Americans are understandably concerned about the runaway costs of medical care and the fact that one citizen out of seven is without health insurance coverage. Solving these problems is a top priority for the Clinton administration, but as Victor Fuchs shows, the task is enormously complex.
