Excerpt from Seventy Sixth Annual Report of the Receipts and Expenditures of the City of Concord, for the Year Ending December 31, 1928: Together With Other Annual Reports and Papers Relating to the Affairs of the City All persons furnishing materials or service for the city or aid to the city poor, should be particular to take the name of the person ordering such service, material, or aid, and should know that the person is duly authorized to contract such liability. The city will not be holden for merchandise sold or de livered on city poor account, except on the written order of the overseer of'the poor, and for no longer time than until his successor shall have been appointed and qualified. Duplicate copies will be required of all bills payable by the city, furnished on county poor account. All bills against the city must be approved by the person authorizing the charge; and unless this is done, no action can be had upon the bill by the Committee on Accounts and Claims, and no order will be given for its payment. Bills so certified should be left with the city clerk on or before the second day of the month. If approved by the Committee on Accounts and Claims, they will be ready for payment on Thursday following the regular monthly meeting of the city government. All private drains which are laid under ground to connect with the public sewers shall be built and connected by some suitable person, who Shall have received a license from the mayor and aldermen as a layer of drains, and such drain layer shall be held responsible for such drains. He Shall construct such drains in all cases water tight, of imperishable materials, and upon secure foundations, as that they Shall not be liable to settle and crack. He Shall make connections with the sewer at the points where the city lays the connecting drains at the line of the street and not elsewhere except by special permission of the board of public works, and such connections shall be made in a proper manner, according to instructions which may be given him from time to time by said board of public works, and in all cases subject to their approval.
