This volume, developed in honor of Dr. Dundar F. Kocaoglu, aims to demonstrate the applications of the Hierarchical Decision Model (HDM) in different sectors and its capacity in decision analysis. It is comprised of essays from noted scholars, academics and researchers of engineering and technology management around the world. This book is organized into five parts: Technology Policy Planning, Strategic Technology Planning, Technology Assessment, Application Extensions, and Methodology Extensions. Dr. Dundar F. Kocaoglu is one of the pioneers of multiple decision models using hierarchies, and creator of the HDM in decision analysis. HDM is a mission-oriented method for evaluation and/or selection among alternatives. A wide range of alternatives can be considered, including but not limited to, different technologies, projects, markets, jobs, products, cities to live in, houses to buy, apartments to rent, and schools to attend. Dr. Kocaoglu’s approach has been adopted for decision problems in many industrial sectors, including electronics research and development, education, government planning, agriculture, energy, technology transfer, semiconductor manufacturing, and has influenced policy locally, nationally, and internationally. Moreover, his students developed advanced tools and software applications to further improve and enhance the robustness of the HDM approach. Dr. Kocaoglu has made many contributions to the field of Engineering and Technology Management. During his tenure at Portland State University, he founded the Engineering and Technology Management program, where he served as Program Director and later, Department Chair. He also started the Portland International Conference on Management of Engineering and Technology (PICMET), which organizes an annual conference in international locations such as Korea, Turkey, South Africa, Thailand, and Japan. His teaching has won awards and resulted in a strong sense of student loyalty among his students even decades later. Through his academic work and research, Dr. Kocaoglu has strongly supported researchers of engineering management and has provided tremendous service to the field. This volume recognizes and celebrates Dr. Kocaoglu’s profound contributions to the field, and will serve as a resource for generations of researchers, practitioners and students.

There is a wide array of multi-attribute decision analysis methods and associated sensitivity analysis procedures in the literature. However, there is no detailed discussion of sensitivity analysis methods solely relating to additive hierarchical value models. The currently available methodology in the literature is unsophisticated and can be hard to implement into complex models. The methodology proposed in this research builds mathematical foundations for a robust sensitivity analysis approach and extends the current methodology to a more powerful form. The new methodology is easy to implement into complex hierarchical value models and gives flexible and dynamic capabilities to decision makers during sensitivity analysis. The mathematical notation is provided in this study along with applied examples to demonstrate this methodology. Global and local sensitivity analysis are considered and implemented using the proposed robust technique. This research provides consistency and a common standard for the decision analysis community for sensitivity analysis of multi-attribute deterministic hierarchical value models.

The axiomatic foundations of the Bayesian approach to decision making assurne precision in the decision maker's judgements. In practicc, dccision makers often provide only partial and/or doubtful information. We unify and expand results to deal with those cases introducing a general framework for sensitivity analysis in multi-objective decision making. We study first decision making problems under partial information. We provide axioms leading to modelling preferences by families of value functions, in problems under certainty, and moJelling beliefs by families of probability distributions and preferences by familics of utility functions, in problems under uncertainty. Both problems are treated in parallel with the same parametric model. Alternatives are ordered in a Pareto sense, the solution of the problem being the set of non dominated alternatives. Potentially optimal solutions also seem acceptable, from an intuitive point of view and due to their relation with the nondominated ones. Algorithms are provided to compute these solutions in general problems and in cases typical in practice: linear and bilinear problems. Other solution concepts are criticised on the grounds of being ad hoc. In summary, we have a more ro bust theory of decision making based on a weaker set ofaxioms, but embodying coherence, since it essentially implies carrying out a family of coherent dccision anitlyses.
