Abstract: Abstract of the thesis entitled URBAN DEVELOPMENT AND EVOLUTION IN HONG KONG: RECIPROCITY BETWEEN NATURE AND CULTURE Submitted by Chan Wing Ho, Michael for the degree of Doctor of Philosophy at The University of Hong Kong in September 2007 This research focuses on the evolution of urban development and land administration in Hong Kong. It attempts to evaluate the factors and interacting processes which affect changes in land use, under the intertwined influences of topography, social make-up of the population, economic activities, government policies, military needs, administrative practices, third sector, and the commercial interests of land developing companies. Pertinent themes were selected to cover the selection of Hong Kong as the first colony in China ceded to the British, location of Victoria City, mode of city development, role of urban development, private sectors, government planning policies and the possible trends of urban growth. Five major areas were set to frame the study: 1) Hong Kong as the first British colony in China due to its geographical advantages; 2) topography as the dominating control on city location and urban development; 3) early urban development's influences and controls on present urban zoning; 4) roles of the Government, private sector, public sector and military on urban development; and 5) improving accessibility to the praya as to enhance public enjoyment of the harbour-front of Hong Kong. Spatial, statistical and geographical information system (GIS) analyses were adopted for this research. This research involved both city-wide urban pattern analysis as well as on-site surveys. The macro-scale urban pattern measurements were conducted by digital mapping software, with electronic map data acquired from the Government. At the micro-scale, 20 urban sites were selected for on-site surveys. ii The unique mixture of the ingredients from physical and human factors had nurtured Hong Kong as the reciprocity between nature and culture, and the international commercial hub in South China. On the other hand, the exceptional condition promoted a unique form of development: This has imposed a compact urban form, with congested and associated undesirable living conditions. Furthermore, the containment pressure forced the city to create new land to meet the need for expansion; hence the extensive terracing and reclamation projects which proceeded continually in the past 160 years. The growth of praya reflected the changing role of Hong Kong from an entrepot in China, to become an important international city in the region. Urban praya in Hong Kong has been fully utilised (over 95.9% of the praya are developed, most of which serve multiple functions). The growing concern on environment conservation had reshaped the main role of the Victoria Harbour from port function to passive recreational use and cultural orientation. To achieve this, high public accessibility to the coast and conservation of old land use to amenity space are the latest trends of harbour-front improvement. This research has constructed a historical-geographical analysis on the urban development of Hong Kong, with relations hip with treaty port developments in China. (Uncorrected OCR) Abstract of thesis entitled GOVERNANCE OF RESIDENTIAL LAND USE PLANNING IN HONG KONG Submitted by Wan Yim King Penny for the Degree of Doctor of Philosophy at the University of Hong Kong In August, 2005 The perspective of "governance" has emerged as a powerful analytical concept in urban studies since the 1980s (Jessop, 1995; Pierre, 1999). This development was caused by the recognition of the failure of many governments, because of changing socio-economic and political circumstances, to alone steer urban decision-making as they traditionally did. To enable the governments to make and implement urban decisions more effectively, governments had been urged to adopt new ruling strategies. This global shift in the governance structure also seemed applicable to Hong Kong's land use planning. Since the 1990s, the elitist-led mode of residential land use planning practice has been intensely challenged by the community. A shift in the planning approach was, therefore, conceived (Planning Department, 2001a). Given this background, this study aimed to analyze the mode of governance of planning for residential land use in Hong Kong from the period of 1990 to 2000. It identified the mode of governance, investigated whether there were any shifts in the mode of governance, and explored the factors leading to the shifts. To address these issues, the three processes involved in the supply of housing in Hong Kong, namely, planning applications, district planning associated with harbour reclamation, and urban redevelopment, were investigated. This study argued that before the year of 1999, Hong Kong's residential land use practice was elitist-led, iii dominated by the Town Planning Board and government officials. This elitist mode of governance was partly due to the government's interest in incorporating elites, who held similar interests, into the major decision-making bodies to facilitate the implementation of public policies.
