In the last one hundred years, a number of catastrophic events associated with rockslide dam formation and failure have occurred in the mountain regions of the world. This book presents a global view of the formation, characteristics and behaviour of natural and artificial rockslide dams. Chapters include a comprehensive state-of-the-art review of our global understanding natural and artificial rockslide dams, overviews of approaches to rockslide dam risk mitigation, regional studies of rockslide dams in India, Nepal, China, Pakistan, New Zealand, and Argentina. Rockslide dams associated with large-scale instability of volcanoes are also examined. Detailed case histories of well-known historic and prehistoric rockslide dams provide examples of investigations of rockslide dam behaviour, stability, and characteristics. The formation and behaviour of rockslide-dammed lakes ("Quake Lakes") formed during the 2008 Wenchuan Earthquake, China are also comprehensively summarised. The formation, sedimentology and stability of rockslide dams is examined in several analytical papers. An analysis of break-out floods from volcanogenic lakes and hydrological methods of estimating break-out flood magnitude and behavior are reviewed. The use of remote sensing data in rockslide-dammed lake characterisation is explored and a new approach to the classification of rockslide dams is introduced. Finally, a unique section of the book summarises Russian and Kyrgyz experience with blast-fill dam construction in two papers by leading authorities on the technology. The volume contains 24 papers by 50 authors from 16 countries including most of the recognised world authorities on the subject.

However, the world has an aging portfolio of large dams, with growing downstream populations and rapid urbanization placing dual pressures on these important infrastructures to provide increased services and to do it more safely. To meet the challenge, countries need legal and institutional frameworks that are fit for purpose and can ensure the safety of dams. Such frameworks enable dams to provide water supplies to meet domestic and industrial demands, support power generation, improve food security, and bolster resilience to floods and droughts, helping to build safer communities. Laying the Foundations: A Global Analysis of Regulatory Frameworks for the Safety of Dams and Downstream Communities is a systematic review of dam regimes from a diverse set of 51 countries with varying economic, political, and cultural circumstances. One of the activities authorized by the Dam Safety and Security Act of 2002 is research to enhance the Nation's ability to assure that adequate dam safety programs and practices are in place throughout the United States. The Act of 2002 states that the Director of the Federal Emergency Management Agency (FEMA), in cooperation with the National Dam Safety Review Board (Review Board), shall carry out a program of technical and archival research to develop and support: improved techniques, historical experience, and equipment for rapid and effective dam construction, rehabilitation, and inspection; devices for continued monitoring of the safety of dams; development and maintenance of information resources systems needed to support managing the safety of dams; and initiatives to guide the formulation of effective policy and advance improvements in dam safety engineering, security, and management. With the funding authorized by the Congress, the goal of the Review Board and the Dam Safety Research Work Group (Work Group) is to encourage research in those areas expected to make significant contributions to improving the safety and security of dams throughout the United States. The Work Group (formerly the Research Subcommittee of the Interagency Committee on Dam Safety) met initially in February 1998. To identify and prioritize research needs, the Subcommittee sponsored a workshop on Research Needs in Dam Safety in Washington D.C. in April 1999. Representatives of state and federal agencies, academia, and private industry attended the workshop. Seventeen broad area topics related to the research needs of the dam safety community were identified. To more fully develop the research needs identified, the Research Subcommittee subsequently sponsored a series of nine workshops. Each workshop addressed a broad research topic (listed) identified in the initial workshop. Experts attending the workshops included international representatives as well as representatives of state, federal, and private organizations within the United States: Impacts of Plants and Animals on Earthen Dams; Risk Assessment for Dams; Spillway Gates; Seepage through Embankment Dams; Embankment Dam Failure Analysis; Hydrologic Issues for Dams; Dam Spillways; Seismic Issues for Dams; Dam Outlet Works. The proceedings from the research workshops present a comprehensive and detailed discussion and analysis of the research topics addressed by the experts participating in the workshops. The participants at all of the research workshops are to be commended for their diligent and highly professional efforts on behalf of the National Dam Safety Program. The National Dam Safety Program research needs workshop on Seepage through Embankment Dams was held on October 17-19, 2000, in Denver, Colorado. The Department of Homeland Security, Federal Emergency Management Agency, would like to acknowledge the contributions of the Association of State Dam Safety Officials and URS Corporation in organizing the workshop and developing these workshop proceedings.

Although advances in engineering can reduce the risk of dam and levee failure, some failures will still occur. Such events cause impacts on social and physical infrastructure that extend far beyond the flood zone. Broadening dam and levee safety programs to consider community- and regional-level priorities in decision making can help reduce the risk of, and increase community resilience to, potential dam and levee failures. Collaboration between dam and levee safety professionals at all levels, persons and property owners at direct risk, members of the wider economy, and the social and environmental networks in a community would allow all stakeholders to understand risks, shared needs, and opportunities, and make more informed decisions related to dam and levee infrastructure and community resilience. Dam and Levee Safety and Community Resilience: A Vision for Future Practice explains that fundamental shifts in safety culture will be necessary to integrate the concepts of resilience into dam and levee safety programs.
