Defence Industries in the 21st Century explores the transformation in the global defence industrial production through examining the interaction between international and domestic factors. With the global defence industry and arms market likely continue to expand and mature, the ways in which this progression could influence international politics remain obscure. In practice, as the contents of this book show, the defence industrial bases and arms export policies of emerging states display significant variance. This variance is the result of a unique balance between domestic and international factors that has shaped the defence industrialisation behaviour and policies of the less industrialised states. One of the most important conclusions of the book is that the interplay between domestic and international factors clearly influences the variation in the emerging states’ defence industrialisation policies, as well as their success or failure. While international factors create opportunities, they also limit the options available to emerging economies. Domestic factors also play an important role by shaping the policy choices of the states’ decision makers. The book investigates the politics of education in pre- and post-genocide Rwanda, examining the actors, interests, and discourses that have historically influenced educational policy and practice and in particular the production and revision of history curricula and textbooks.This study combines a systematic historical and comparative analysis of curricula and textbooks in Rwanda, stakeholder interviews, classroom observations, and a large-scale investigation of pupils' understandings of the country's history. Written at a crucial time of transition in Rwanda, it illuminates the role of education as a powerful means of socialisation through which dominant discourses and related belief systems have been transmitted to the younger generations, thus moulding the nation. The textbook experience of poverty can be witnessed in a number of developing countries in Sub-Saharan Africa, South-East Asia and Latin America. Accordingly, Foreign Direct Investment (FDI) has been identified as an important tool for poverty reduction, as it is noted to accelerate economic growth and employment in a nation, and is currently an essential issue for countries such as Uganda. This book finds that Ragnar’s 1953 ‘Vicious-Circle of Poverty’ remains undisputed even today, showing that attracting FDI is not the end, but that a nation’s absorption capacity is equally paramount. The implications of the FDI ‘frog-leap theory’ for developing countries and the Community Capital Absorption Capacity Development (CCACD) framework provide plausible poverty reduction approaches in the 21st century. Without such measures, bringing an end to poverty is likely to elude governments and multinational corporations in developing countries.
