Civil Service Commission 1855-1991

Civil Service Commission 1855-1991 PDF Author: Richard A. Chapman
Publisher: Routledge
ISBN: 1135773580
Category : History
Languages : en
Pages : 312

Book Description
The Civil Service Commision was created in 1855 and became the key institution in the development of the British civil service. Its work was primarily the recruitment of civil servants by fair methods, treating all qualified applicants equally, and using open competitions wherever practicable. It was held in high esteem not only in the United Kingdom but also in the many other countries throughout the world which, in many places, modelled their methods of public service recruitment on its pioneering work. It continued until 1991, when most of its work was devolved to over 3,000 government departments and executive agencies. This book describes the gestation, growth, development and eventual demise of the Commision and includes a number of in-depth case studies. Using source material such as official files, many only recently available for research, together with other records and evidence to official committees, the book provides a biography of an institution. It shows how the department was formally organised and there is a particular focus on how it actually worked on a day-to-day basis. With three in-depth chapters on the chronological development of the Commision and seven case studies of themes or issues that reveal methods of work and influences on its activities, this book uses file-based research more extensively than any other history of a British government department. The Civil Service Commision, 1855-1991 reveals insights into civil service recruitment and makes a major original contribution to our understanding of the practice and politics of public administration.

Tax Authority Advice and the Public

Tax Authority Advice and the Public PDF Author: Stephen Daly
Publisher: Bloomsbury Publishing
ISBN: 1509930558
Category : Law
Languages : en
Pages : 265

Book Description
There is now almost universal acceptance that tax law is overly complex and indeterminate; and yet, there has to date been no comprehensive assessment of the role of the tax authority in the current arrangement. If the legislation and case law offer few immediate answers to the taxpayer, then the role of Her Majesty's Revenue & Customs (HMRC) in advising taxpayers becomes more apparent. This monograph contends that the provision of advice by HMRC is desirable by virtue of the rule of law and it follows that any such advice should be correct, clear, accessible and reliable. Additionally, there should exist some means of scrutinising the advice in order to check that it satisfies these criteria. Tax Authority Advice and the Public explores this view of HMRC's role in tax collection. It explains the deficiencies in the current system in this light, highlighting the pitfalls for taxpayers and practitioners as well as the potential remedies. Finally, the book assesses potential reforms which could be adopted in order to alleviate existing problems. A timely and ambitious work, this book is essential reading for practitioners and academics interested in the interaction between tax administration and public law.

The Official History of Privatisation, Vol. II

The Official History of Privatisation, Vol. II PDF Author: David Parker
Publisher: Routledge
ISBN: 1136331239
Category : History
Languages : en
Pages : 674

Book Description
This is Volume II of Professor Parker's authoritative Official History of Privatisation, covering the period from the re-election of Margaret Thatcher in 1987 to the election of Tony Blair in 1997. Volume II considers in detail several of the major privatisations, including those of airports, steel, water, electricity, coal and the railways, as well as a number of smaller ones. Each privatisation involved major challenges in terms of industrial restructuring, organising successful sales and, in a number of cases, establishing effective regulatory regimes. The policy evolved and new methods of selling and regulating were put in place that enabled further disposals to occur. Monolithic nationalised industries with their emphasis on the benefits of economies of scale, vertical integration and rationalisation, were replaced by industrial structures rooted in the importance of commercial management, risk taking and competition. In government departments and parts of the National Health Service, direct employees were replaced by private contractors, and private investment became a characteristic of public infrastructure in the form of PFI/PPP schemes. This study draws heavily on the official records of the British government, to which the author was given full access and on interviews with the leading figures involved in each of the privatisations, including ex-ministers, civil servants, business and City figures, as well as academics that have studied the subject. This book will of great interest to students of privatisation, British political history and of business and economics in general.

Speedbird

Speedbird PDF Author: Robin Higham
Publisher: Bloomsbury Publishing
ISBN: 0857733346
Category : Transportation
Languages : en
Pages : 515

Book Description
Between 1939 and 1946 BOAC (the British Overseas Airways Corporation) was the nationalised airline of Great Britain - and between 1946 and 1974 as such it exclusively operated all long-haul British flights. With its iconic 'Speedbird' logo and its central role in the glamorous 'jet age' of the 1950s and 1960s, BOAC achieved a near cult-status with admirers around the globe. Yet, to date there has been no comprehensive history of the organisation, covering its structure, fleet and the role it played in the critical events of the age - from World War II to the end of empire, a period when BOAC played a pivotal part in projecting British political power, even as that power was waning. During World War II, BOAC operated a limited wartime service and prepared for the return of commercial flight in the postwar era. But it was in the service of Britain's colonies - and latterly the process of decolonisation - that BOAC achieved its most pivotal role. The development of flight technology enabled much faster connections between Britain and her imperial possessions - as the colonies prepared for independence BOAC ferried diplomats, politicians and colonial administrators between London and the far-flung corners of Africa and Asia in much faster times than had previously been possible. In this book, acclaimed historian Robin Higham presents a unique comprehensive study of BOAC from the early jet travel of the de Havilland Comet and the Vickers VC10 to the dawn of supersonic passenger aviation. Highly illustrated and meticulously researched using previously unseen sources, this book will be essential reading for all aviation enthusiasts and anyone interested in the history of modern Britain.
