This edited volume critically examines the Responsibility to Protect (R2P) as a guiding norm in international politics. After NATO’s intervention in Libya, against the backdrop of civil wars in Syria and Yemen, and because of the cynical support for R2P by states such as Saudi Arabia, this norm is the subject of heavy criticism. It seems that the R2P is just political rhetoric, an instrument exploited by the powerful states. Hence, the R2P is being challenged. At the same time, however, institutional settings, normative discourses and contestation practices are making it more robust. New understandings of responsibility and the politics of protection are creating new normative spaces, patterns of legitimacy, and norm entrepreneurs, thereby reinforcing the R2P. This book’s goals are to discuss the R2P’s roots, institutional framework, and evolution; to reveal its shortcomings and pitfalls; and to explore how it is exploited by certain states. Further, it elaborates on the R2P’s strength as a norm. Accordingly, the contributions presented here discuss various ways in which the R2P is being challenged or confirmed, or both at once. As the authors demonstrate, these developments concern not only diplomatic communication and political practices within international institutions, but also to normative discourses. Furthermore, the book includes chapters that reevaluate the R2P from a normative standpoint, e.g. by proposing cosmopolitan standards as a guide for states’ external behavior. Other contributors reassess the historical evidence from U.N. negotiations on the R2P principle, and the productive or restrictive role of institutions. Discussing new issues relating to the R2P such as global and regional power shifts or foreign policy, as well as the phenomenon of authoritarian interventionism under the R2P umbrella, this book will appeal to all IR scholars and students interested in humanitarianism, norms, and power. By analyzing the status quo of the R2P, it enriches and broadens the debate on what the R2P currently is, and what it ought to be.

Throughout the post-Mao reform era, China has championed the principle of sovereign state control, which holds that states should not intervene in the affairs of other states. Yet as Tim Nicholas Rühlig argues in China's Foreign Policy Contradictions, in recent years they have not actually acted this way. Chinese foreign policy actions fail to match up with official rhetoric, and these inconsistenciesin combination with China's growing power-will have dramatic effects on the future shape of international order. To explain these contradictions, Rühlig draws from a rich battery of in-depth interviews with party-state officials to explain the foreign policy dynamics and processes of the normally opaque Chinese party-state. He demonstrates how different sources of the Chinese Communist Party's domestic legitimacy compete within the complex and highly fragmented Chinese party-state, resulting in contradictory foreign policies. He focuses on three issue areas: international human rights law and "responsibility to protect" (R2P); China's role in World Trade Organization (WTO) policymaking; and China's evolving relationship with Hong Kong. In each area, different factions within the party-state wrestle for control, with domestic legitimacy of the party always being the overriding goal. This incessant competition within the state's institutions often makes the PRC's foreign policy contradictory, undermining its ability to project and promote a "China Model" as an alternative to the existing international order (and more specifically as a champion of nonintervention). Instead, it often pursues narrowly nationalistic interests. By elucidating how foreign policymakers strategize and react within the context of a massive and complex bureaucratic system that is constantly under pressure from many sides, Rühlig shows not only why China's foreign policy is so inconsistent, but why it is likely to contribute to a more particularistic, plural, and fragmented international order in the years to come. At first the end of the "Cold War" seemed to mark a period of relative rest. However, it became apparent that we have not reached the "end of history". As a matter of fact, the world is confronted by new political constellations of so far unknown martial intensity. Although, Muslim terrorism and the revival of tribalism and nationalism are closely connected. At the same time, the international community proves mostly powerless, as a result of the cooling relationship between East and West. These developments offer challenging questions for Western societies. Both in Germany and in the Anglo-Saxon world, debates on the concepts of Just peace/ Just war have intensified, but mutual engagement between these contexts has remained scarce. Against this background a conference was held in Apeldoorn, in a Dutch "interspace", in 2016, in which ethicists from both contexts were involved. The present volume contains the edited version of the seven contributions to this conference, supplemented with four articles by others that were written deliberately for this volume.
