More than 35 years ago, educator Ron Edmonds proclaimed, "Inequity in American education derives first and foremost from our failure to educate children of the poor." Despite decades of educational reform, innovation, and federal legislation, poor African American and Latino children lag dramatically behind their white peers in academic achievement. Under-educating masses of American children will have a devastating effect on the nation's economic competitiveness and on the standing of the United States as a strong democracy. For this study, the researcher used a case-study approach to explore the school-wide organization, structures, and processes used by high-poverty elementary schools with large percentages of students of color to become high performing. In total, fifteen qualitative interviews were conducted with principals and selected teachers from each of the three school sites. Three broad themes were identified in the study: (1) The ways in which the schools organized themselves, in addition to the academic structures, student-support structures, parent and family support structures, and data-driven decision-making structures put in place, contributed to the turnaround of the case-study sites; (2) principals in the case-study sites displayed strong organizational management skills and focused on developing organizational structures for instructional improvement, particularly in the area of talent management; and (3) the principals in these high-performing, high-poverty schools ensured that well-designed collaborative planning structures were implemented to improve instructional practices and student academic outcomes. Suggestions for research, policy, and practice are provided

Five basic parts of the contemporaryorganization (the operating core, the strategic apex, the middle line, thetechnostructure, and the support staff), and five theories of how it functions(i.e., as a system characterized by formal authority, regulated flows, informalcommunication, work constellations, and ad hoc decision processes) aretheorized. Organizations function in complex and varying ways, due to differing flows -including flows of authority, work material, information, and decisionprocesses.
