If the state deems it de sirable that all its children should have certain advantages it should require communities to furnish them. It is the interests of the state and Of the children of the state which are to be considered, and if certain communities are not able to meet the new demands it then becomes the duty of the state to render assistance. By making greater demands than can be met the state places itself under Obligations to help its poorer members to comply with de mands which are for the general good but which are beyond the power of these poorer communities to meet.
