These proceedings contain the final versions of the papers presented at the 7th International Workshop on Finite-State Methods and Natural Language Processing (FSMNLP), held in Ispra, Italy, on September 11–12, 2008. The aim of the FSMNLP workshops is to bring together members of the research and industrial community working on finite-state based models in language technology, computational linguistics, web mining, linguistics and cognitive science on one hand, and on related theory and methods in fields such as computer science and mathematics on the other. Thus, the workshop series is a forum for researchers and practitioners working on applications as well as theoretical and implementation aspects. The special theme of FSMNLP 2008 was high performance finite-state devices in large-scale natural language text processing systems and applications. The papers in this publication cover a range of interesting NLP applications, including machine learning and translation, logic, computational phonology, morphology and semantics, data mining, information extraction and disambiguation, as well as programming, optimization and compression of finite-state networks. The applied methods include weighted algorithms, kernels and tree automata. In addition, relevant aspects of software engineering, standardization and European funding programmes are discussed.

A comprehensive nuclear-test-ban treaty (CTBT) is the oldest item on the nuclear arms control agenda. Three treaties currently bar all but underground tests with a maximum force equal to 150,000 tons of TNT. Since 1997, the United States has held 23 "subcritical experiments" at the Nevada Test Site to study how plutonium behaves under pressures generated by explosives. It asserts these experiments do not violate the CTBT because they cannot produce a self-sustaining chain reaction. Russia reportedly held some since 1998. The U.N. General Assembly adopted the CTBT in 1996. As of January 23, 2009, 180 states had signed it; 148, including Russia, had ratified. Of the 44 that must ratify the treaty for it to enter into force, 41 had signed and 35 had ratified. Five conferences have been held to facilitate entry into force, most recently in 2007. In 1997, President Clinton sent the CTBT to the Senate. In October 1999, the Senate rejected it, 48 for, 51 against, 1 present. It is on the Senate Foreign Relations Committee's calendar. It would require a two-thirds Senate vote to send the treaty back to the President for disposal or to give advice and consent for ratification. The Obama Administration plans to seek Senate approval of the CTBT, followed by a diplomatic effort to secure ratification by the remaining states that must ratify for the treaty to enter into force.

The International Year of Planet Earth (IYPE) was established as a means of raising worldwide public and political awareness of the vast, though frequently under-used, potential the Earth Sciences possess for improving the quality of life of the peoples of the world and safeguarding Earth’s rich and diverse environments. The International Year project was jointly initiated in 2000 by the International Union of Geological Sciences (IUGS) and the Earth Science Division of the United Nations Educational, Scienti?c and Cultural Organisation (UNESCO). IUGS, which is a Non-Governmental Organisation, and UNESCO, an Inter-Governmental Organisation, already shared a long record of productive cooperation in the na- ral sciences and their application to societal problems, including the International Geoscience Programme (IGCP) now in its fourth decade. With its main goals of raising public awareness of, and enhancing research in the Earth sciences on a global scale in both the developed and less-developed countries of the world, two operational programmes were demanded. In 2002 and 2003, the Series Editors together with Dr. Ted Nield and Dr. Henk Schalke (all four being core members of the Management Team at that time) drew up outlines of a Science and an Outreach Programme. In 2005, following the UN proclamation of 2008 as the United Nations International Year of Planet Earth, the “Year” grew into a triennium (2007–2009).
