"In Samoa, nutrition and health problems appear to be due more to an abundance of food than to inadequate food supplies. Although the growth of children seems to slow in the first and second years of life, it is the development of obesity and the non-communicable diseases, (for example diabetes and high blood pressure) that now constitute the gravest threat of the health of people in Samoa. At the International Conference on Nutrition in Rome 1992 the country committed itself to developing a National Plan of Action for Nutrition (NPAN) to address our health and nutrition problems. The development of our NPAN has involved not only government, but also academic institutions, non-governmental organisations and the private sector. It builds on the National Food and Nutrition Policy, which was passed by Cabinet in 1996. The goal of the NPAN is to ensure the nutritional well being of the people of Samoa. The NPAN outlines activities to address the nutrition problems facing Samoa today. It is developed to complement the proposed National Non-Communicable Diseases Strategy, which will cover primary, secondary and tertiary prevention of non-communicable diseases"--Introduction.
