The purpose of this research was to evaluate the safety and operational characteristics of two-way left-turn lanes (TWLTLs) compared to four-lane undivided roadways in Minnesota. Research tasks to achieve this purpose consisted of a comprehensive literature review, data collection from the identified study sites, and statistical data analysis. Nine study sites were selected, located throughout the state of Minnesota. Operational and crash data were analyzed before and after the conversion from a four-lane undivided roadway to a three-lane roadway with a TWLTL. The results of a yoked/group comparison analysis showed statistically significant reductions in total crashes, PDO crashes and left turn crashes. The percentage reductions in total crashes, PDO crashes and left turn crashes after the conversion were approximately 37 percent, 46 percent and 24 percent, respectively. The reductions in crash rates for total crashes and PDO crashes were found statistically significant and the percentage reductions were 46 percent and 45 percent, respectively. Additionally, the change in the mean speed and 85th percentile speed were found statistically significant, but in both cases the change was less than two miles per hour. The results of this research show that safety characteristics of a roadway are improved when a four-lane undivided roadway is converted to a three-lane roadway with a TWLTL when daily traffic volumes are less than 17,500 vehicles per day.

ABSTRACT: For an undivided roadway, the approach can be carried out to judge if the TWLTL is appropriate to be selected as the median treatment. During the process, the whole database was divided into six categories according to the posted speed and number of lanes. By adopting the selected percentile value from the distribution of average number of crashes for each category in the predictive model, the critical ADT values according to specific access density, number of lane and posted speed level for each category were calculated and tabulated. With the comparison of the actual ADT value and the critical ADT value, if the actual ADT is higher than the critical value, the TWLTL section is determined as the critical section, which means the TWLTL is not appropriate to be selected as the median treatment in this roadway section.

"The Federal Highway Administration organized a Pooled Fund Study of 26 States to evaluate low-cost safety strategies as part of its strategic highway safety effort. One of the strategies chosen to be evaluated for this study was the installation of center two-way left-turn lanes on two-lane roads. This strategy is intended to reduce the frequency of crashes involving a turning vehicle, which could be classified as head on or rear end. Geometric, traffic, and crash data were obtained for 78 sites (34.9 km (21.3 mi)) in North Carolina, 10 sites (9.7 km (6.0 mi)) in Illinois, 31 sites (10.95 km (6.8 mi)) in California, and 25 sites (21.25 km (13.2 mi)) in Arkansas. Empirical Bayes methods were incorporated in a before-after analysis to determine the safety effectiveness of installing the two-way left-turn lanes (TWLTL's). There was a statistically significant reduction in total and rear-end crashes in each of four States whose installations were evaluated. Rural installations were found to be more effective in reducing crashes than urban ones in each of the four States. Lower cost installations of TWLTL's can be a cost-effective treatment for two-lane rural locations, especially those with a high frequency of rear-end collisions involving a lead vehicle desiring to make a turn"--Technical report documentation page.
