The Southern African Development Community (SADC) and its Member States are making renewed efforts to revive agriculture in the region. Given that much of it is water-stressed, appropriate and sustainable land and water management practices are vital to achieving this objective. Recognising this, SADC's Land and Water Management Applied Research and Training Programme has convened two scientific symposiums. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policymakers as well as the region's small-scale farmers. The edited contributions to this first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). It is hoped that these two volumes will help to disseminate regional expertise on land and water management to a wider audience, thus helping policy-makers and others to strengthen the agricultural sector in the region, and, in so doing, improve its food security and the wellbeing of its people.

This paper examines in detail the prospects and challenges for trade expansion in the two most prominent arrangements in eastern and southern Africa: the Common Market for Eastern and Southern Africa (COMESA) and the Southern African Development Community (SADC). It finds that possibilities of growth in intraregional trade may be limited, but that the two arrangements offer opportunities for member countries to gain policy credibility for trade reforms and tariff liberalization and to address structural weaknesses. This book examines the harmonisation of Intellectual Property (IP) policy, law and administration in Africa. Two recent developments have brought this topic to the fore. The first is the escalation of long-standing efforts to establish a Pan-African Intellectual Property Organisation (PAIPO), a continental initiative. The second is the current sub-regional attempt to operationalise the IP provisions of the Southern African Development Community (SADC)’s Protocol on Trade (articles 9b and 24) and its Protocol on Science, Technology and Innovation (article 2m). Intellectual Property Policy, Law and Administration in Africa discusses the viability of such initiatives with particular reference to the current socio-economic status of Africa’s nations. With a view to contributing to future developments in Africa at both a continental and sub-regional level, the author considers this issue through the lens of advancing the public interest in IP. Ncube argues that harmonisation initiatives ought to be crafted in a way that is supportive of the development aspirations of African states. Consequently, she urges due consideration of individual states’ unique conditions and aspirations in any harmonisation venture, a necessity outlined in article 7 of the Agreement on Trade Related Aspects of Intellectual Property Rights.
