The European Union (EU) and the African Caribbean Pacific (ACP) countries have been in the process of concluding Economic Partnership Agreements (EPA) with each other. The purpose for the EPAs is to replace the Cotonou Agreement which currently governs trade between the EU and ACP. The EPAs are to be signed by 31 December 2007 and implemented on 01 January 2008. This is because they have been trading under a World Trade Organisation (WTO) waiver that was granted to the EU and ACP expiring on 31 December 2007. The EU-ACP waiver enabled the two partners to trade with non-reciprocal preferences by enforcing the special and differential treatment.
