This research examines the spatial extent of crashes in and around city boundaries in the state of Oregon in the U.S.A. For this study, [a] summary of fatalities data for the year 2006 obtained from NHTSA's report (2009), crash data for the year 2012, and city boundaries were obtained from ODOT "Oregon Department of Transportation" FTP: www.odot.state.or.us. In order to differentiate between the urban and rural crashes, city boundaries were used to find the numbers of urban and rural crashes. Outside areas of this urban-rural boundary were divided into further boundaries of 2.5 miles. An intersection tool in ArcMap was used to locate crashes within these areas. Road crashes in Oregon were classified into fatality crashes, serious injury crashes (Injury Type A), non-fatal crashes (KABC), and PDO (Property damaged only) crashes. By using the miles of road method, this research found that the total number of crashes that were recorded were 49,790. The number of fatal crashes was 305 while non-fatal (KABC) crashes were 24,455 and while 25,030 crashes resulted in PDO, and 1432 crashes resulted in serious injuries. A difference in the percentage of fatal crashes has been observed in crashes involving the use of alcohol, unbelted occupants, during weekends, during nighttime and on US / State highways. Another difference in the percentage of fatal crashes was on interstate highways crashes. Fatal crashes have shown a difference on the results of this research and the one done by NHTSA in 2009, the difference was 1% on the urban zone, for the 10 mile buffer zone the difference was 21% from the year 2006 to 2012. Thus, it is essential to establish safety-associated outlays and shoulder widening, making suitable alterations to the existing vertical and horizontal curves, introduction of median treatments and to introduce the resurfacing will go long way in reducing the number of road accidents in the Oregon rural roads.

"According to national highway safety statistics, a disproportionate number of motor vehicle crashes occur in rural areas. About 40% of vehicle-miles traveled occur on rural roads; however, these rural trips account for 54% of all traffic fatalities. In 2010, a total of 18,026 lives were lost in crashes on rural roadways. Several factors contribute to these higher injury and fatality rates, including that rural crashes are more likely to involve higher vehicle speeds, a lower rate of seat belt use, and less availability of timely emergency medical care. Rural crashes present unique challenges for emergency medical service (EMS) systems. Compared with urban areas, a greater percentage of rural crashes result in multiple fatalities and higher rates of head-on collisions, roll overs, and ejected crash occupants. In addition, rural EMS systems often rely on a volunteer force, and tend to have less financial resources for staffing, equipment, and training. Response times in rural areas are longer owing to the greater travel distances required to reach the scene of a crash. Additionally, some rural EMS systems operate in areas with limited telecommunication options. This synthesis study explores the state of the practice for a broad cross-section of EMS system characteristics. It identifies factors that affect the timely provision of effective medical care in rural areas. Traffic crash statistics indicate that the eight southeastern states (Alabama, Mississippi, Georgia, Florida, South Carolina, North Carolina, Tennessee, and Kentucky) consistently have higher numbers and rates of fatal motor vehicle crashes than the national averages. Under the auspices of the Federal Highway Administration, these southeastern states are conducting a pooled fund study to investigate the overrepresentation of crashes in the region. This study is being coordinated by the Georgia Institute of Technology (Georgia Tech), with universities in each of the other states serving in a supporting role. This report addresses South Carolina's portion of the study, as performed by a Clemson University research team. The principal objectives of this research were to obtain for the South Carolina Department of Transportation a set of data records for randomly selected fatal crashes on rural South Carolina two-lane roads, evaluate these data, and ascertain how the safety of these roads might be improved by specific crash countermeasures. A comprehensive data set was collected for 157 randomly selected fatal crashes.
