"We have convened today in our oversight capacity to look into the losses of pay and benefits which result when Federal employees are transferred individually or in groups from one Government pay system to another. It is our understanding that, because of sections 2105 and 5334(a) of title 5, United States Code, significant losses do occur. Specifically, we have been told, employees in this situation must enter their new pay system at step 1 of the equivalent grade level and this may mean a 20 or 25 percent loss in salary. In addition, we understand, the employees lose all accumulated sick and annual leave and in most cases have no mobility of retirement credit. Such losses, of course, are particularly injurious to older employees, who have amassed years of seniority. We are especially concerned about such inequities when the employees, through no fault of their own, are asked to continue performing the same functions under a new personnel system and with a significant pay and benefit reduction"--Page 1.
