Excerpt from Report of the Royal Commission Appointed to Enquire Into Electoral Systems: With Appendices The Cumulative Vote - The voter is given as many votes as there are seats to be filled, but he may spread them over several candidates or accumulate them on one, according to his preference. The power of accumulation enables a numerically weak party, by the concentration of its voting power on its own candidate, to secure at least one seat against far more powerful opponents. This method is familiar in this country as that by which school boards were elected in England from their establishment in 1870 to their disappearance 'in 1902, and by which they are still elected in Scotland, where the Education Act of the latter year did not apply. It was proposed for adoption in political elections in the discussions on the Reform Bill of 1867, but unsuccessfully, and is not used for such purposes in any country of which we are aware.
