How to build a transportation system to provide mobility for all Road to Nowhere exposes the flaws in Silicon Valley’s vision of the future: ride-hailing services such as Uber and Lyft to take us anywhere; electric cars to make them ‘green’; and automation to ensure transport is cheap and ubiquitous. Such promises are implausible and potentially dangerous. As Paris Marx shows, these technological visions are a threat to our ideas of what a society should be. Electric cars are not a silver bullet for sustainability, and autonomous vehicles won’t guarantee road safety. There will not be underground tunnels to eliminate traffic congestion, and micromobility services will not replace car travel any sooner than we will see the arrival of the long-awaited flying car. In response, Marx offers a vision for a more collective way of organizing transportation systems that considers the needs of poor, marginalized, and vulnerable people. The book argues that rethinking mobility can be the first step in a broader reimagining of how we design and live in our future cities. We must create streets that allow for social interaction and conviviality. We need reasons to get out of our cars and to use public means of transit determined by community needs rather than algorithmic control. France has taken a leadership role in global mitigation and made significant progress towards reducing greenhouse gas emissions, but further efforts will be needed to meet domestic mitigation targets. Accelerating emissions reductions from road transportation will be a key part of this strategy, as they account for nearly one-third of national emissions. At the same time, with the shift to more lightly taxed electric vehicles over the next decade, fiscal revenue from the sector is projected to decline and externalities, such as congestion, to worsen. Building on existing policies, a comprehensive reform that combines revenue-neutral continuous feebate schemes with a gradual introduction of road user and congestion charges could support mitigation targets, while maintaining revenue and regulating externalities. This paper discusses administratively feasible options to introduce such policies as well as key welfare and distributional considerations.

Szostak develops a model that establishes causal links between transportation and industrialization and shows how improvements in transportation could have a beneficial effect on an economy such as that of eighteenth-century England. This model shows the Industrial Revolution to involve four primary phenomena: increased regional specialization, the emergence of new industries, an expanding scale of production, and an accelerated rate of technological innovation. Through detailed analysis, Szostak explicates the effects of the different systems of transportation in France and England on the four components of the Industrial Revolution. He outlines the development in late eighteenth-century England of a reliable system of all-weather transportation, made up of turnpike roads and canals, that was far superior to the system in France at the same period. He goes on to examine in detail the iron, textile, and pottery industries in each country, focusing on the effect of the quality of available transportation on the decisions of individual entrepreneurs and innovators. Szostak shows that in every case these industries were more highly developed in England than in France.
