Book Description
New Space technologies, Earth observation and satellite navigation in particular, have proven to be invaluable drivers of sustainable development, thus contributing to the protection of several human rights (the “Good”). At the same time, however, New Space technologies raise concerns for the right to privacy (the “Bad”), and face a number of challenges posed by hostile cyber operations (the “Ugly”). Dr. Arianna Vettorel analyzes the relevant international, European and domestic legal frameworks and highlights the need for several innovative approaches and reforms, in a transnational and bottom-up perspective, in order to maximize the Good, and minimize the Bad and the Ugly, of New Space technologies.

Satellite Earth Observations and Their Impact on Society and Policy

Satellite Earth Observations and Their Impact on Society and Policy PDF Author: Masami Onoda
Publisher:
ISBN: 9781013268687
Category : Political Science
Languages : en
Pages : 228

Book Description
The result of a workshop bringing together an international advisory board of experts in science, satellite technologies, industry innovations, and public policy, this book addresses the current and future roles of satellite Earth observations in solving large-scale environmental problems. The book showcases the results of engaging distinct communities to enhance our ability to identify emerging problems and to administer international regimes created to solve them. It also reviews the work of the Policy and Earth Observation Innovation Cycle (PEOIC) project, an effort aimed at assessing the impact of satellite observations on environmental policy and to propose a mission going forward that would launch an "innovation cycle". The achievements of such a mission would feed back to innovations in next-generation observation technology, thus contributing to global policy demand for policy-relevant information. The Role of Small Satellites in NASA and NOAA Earth Observation Programs

The Role of Small Satellites in NASA and NOAA Earth Observation Programs PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309069823
Category : Science
Languages : en
Pages : 104

Book Description
Remote observations of Earth from space serve an extraordinarily broad range of purposes, resulting in extraordinary demands on those at the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and elsewhere who must decide how to execute them. In research, Earth observations promise large volumes of data to a variety of disciplines with differing needs for measurement type, simultaneity, continuity, and long-term instrument stability. Operational needs, such as weather forecasting, add a distinct set of requirements for continual and highly reliable monitoring of global conditions. The Role of Small Satellites in NASA and NOAA Earth Observation Programs confronts these diverse requirements and assesses how they might be met by small satellites. In the past, the preferred architecture for most NASA and NOAA missions was a single large spacecraft platform containing a sophisticated suite of instruments. But the recognition in other areas of space research that cost-effectiveness, flexibility, and robustness may be enhanced by using small spacecraft has raised questions about this philosophy of Earth observation. For example, NASA has already abandoned its original plan for a follow-on series of major platforms in its Earth Observing System. This study finds that small spacecraft can play an important role in Earth observation programs, providing to this field some of the expected benefits that are normally associated with such programs, such as rapid development and lower individual mission cost. It also identifies some of the programmatic and technical challenges associated with a mission composed of small spacecraft, as well as reasons why more traditional, larger platforms might still be preferred. The reasonable conclusion is that a systems-level examination is required to determine the optimum architecture for a given scientific and/or operational objective. The implied new challenge is for NASA and NOAA to find intra- and interagency planning mechanisms that can achieve the most appropriate and cost-effective balance among their various requirements.

Space in Support of Human Rights

Space in Support of Human Rights PDF Author: Annette Froehlich
Publisher: Springer Nature
ISBN: 3030354261
Category : Law
Languages : en
Pages : 187

Book Description
This book stems from the worrying scale and intensity of conflicts, humanitarian crises, and human rights violations around the world, which can be seen in a wide range of global hotspots including Venezuela, Yemen, Syria, Myanmar, Sudan, Eritrea, and numerous others. These developments are also relevant for Europe, given the large-scale migrations they can produce. In order to effectively respond to them, it has become imperative to analyse ways in which space data and technologies can be used to uphold human rights and monitor violations. Various international tribunals, such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), are increasingly relying on satellite data and especially images when considering human rights violations cases. This use of space-related technologies represents a trend that promises to continue as the range and accuracy of space-derived data improves. Further, satellite data has important legal implications because it allows the fulfilment of international obligations to be monitored, and offers a powerful tool for dispute resolution. Accordingly, this book examines the use of satellite images for cases concerning human rights violations, since the multitude of humanitarian crises worldwide demonstrate that it is of the utmost importance to analyse how space law, policies and space-related applications could further support the implementation and monitoring of the observance of human rights, thus contributing to enhanced security and sustainable development. A range of relevant areas, such as migration, refugees (including settlements and whether they are adequately supplied with basic necessities), water distribution and quality, housing and settlement monitoring are crucial aspects addressed in this book. In closing, the use of satellite data for legal purposes is not without its fair share of problems and concerns, which are also considered to guide the evolution of this emerging field.

Scientific Satellite and Moon-Based Earth Observation for Global Change

Scientific Satellite and Moon-Based Earth Observation for Global Change PDF Author: Huadong Guo
Publisher: Springer
ISBN: 9811380317
Category : Technology & Engineering
Languages : en
Pages : 641

Book Description
Global change involves complex and far-reaching variations in the Earth’s systems, and satellite observations have been widely used in global change studies. Over the past five decades, Earth observation has developed into a comprehensive system that can conduct dynamic monitoring of the land, the oceans and the atmosphere at the local, regional and even global scale. At the same time, although a large number of Earth observation satellites have been launched, very few of them are used in global change studies. The lack of scientific satellite programs greatly hinders research on global change. This book proposes using a series of global change scientific satellites to establish a scientific observation grid for global environmental change monitoring from space, and offers the first comprehensive review of lunar-based Earth observation. These scientific satellites could provide not only basic datasets but also scientific support in facilitating advances in international global change research.

In particular, the themes of climate change, maritime transport, fisheries, offshore oil and gas extraction, mining, land use and sociocultural change are discussed. The book comprises primarily an updated and expanded version of the report Strategic Assessment of Development of the Arctic: An assessment conducted for the European Union, produced for the European Commission. The report was to a great extent based on the interaction with Arctic stakeholders.
