These exportations were considered by the legislatores as undoubted proofs of prosperity: and when it was urged upon them that the workers, the great majority of the bees, could not be benefited by exportation, they turned a deaf ear to the complaint, and still exultingly pointed to the stream of honey issuing rapidly from the hiveb. But there were periods when honey and wax would become scarce in consequence of foreign orders, and labour would then be in demand; so that the workers perceived they were treated like inanimate beings, to be used or laid aside according to the exigencies of the times. As in seasons of abundance they were b " One great and common error, amidst a multitude of other errors, is the confounding the people with the government.
