La Fuerza Aérea Mexicana (FAM) unto con el Ejército Mexicano son las dos fuerzas que integran la Secretaría de la Defensa Nacional (SEDENA). Dentro de esta Secretaria, la FAM es considerada solo como un servicio más, al nivel de la Caballería o la Artillería que a su vez forman parte del Ejército. Este arreglo institucional ha impedido y en muchos casos retrasado el desarrollo de la Fuerza Aérea, relegándola en muchas ocasiones al papel de una aviación auxiliar del ejército y en otros solo como aviación de transporte descuidando la delicada misión del cuidado y defensa del espacio aéreo mexicano. Se considera el 5 de febrero de 1915, como el día que nació la Fuerza Aérea Mexicana; ese día, el primer Jefe del Ejército Constitucionalista, Don Venustiano Carranza, expidió en el puerto de Veracruz el acuerdo por el que se creó el Arma de Aviación Militar dentro del Ejército Constitucionalista, sin embargo, no fue sino hasta el 10 de febrero de 1944 cuando el gobierno mexicano expidió el reconocimiento formal, a nivel constitucional, de la creación de la FAM. Sobre estos antecedentes, en 1992, se expidió el decreto que declara el 10 de febrero como el Día de la Fuerza Aérea Mexicana. Porque la aviación militar mexicana y concretamente la Fuerza Aérea Mexicana (FAM) no tiene el nivel de desarrollo que existe en otros países? Porque México no tiene la capacidad en su aviación militar de desarrollar, proyectar y construir sus propias aeronaves? Estas son de las muchas preguntas, que este libro trata de responder a través del conocimiento sobre la evolución y desarrollo de esta fuerza armada, su esquema operativo actual y el estudio sobre el desarrollo de otras fuerzas aéreas latinoamericanas.

What role does war play in political development? Our understanding of the rise of the nation-state is based heavily on the Western European experience of war. Challenging the dominance of this model, Blood and Debt looks at Latin America's much different experience as more relevant to politics today in regions as varied as the Balkans and sub-Saharan Africa. The book's illuminating review of the relatively peaceful history of Latin America from the late eighteenth through the early twentieth centuries reveals the lack of two critical prerequisites needed for war: a political and military culture oriented toward international violence, and the state institutional capacity to carry it out. Using innovative new data such as tax receipts, naming of streets and public monuments, and conscription records, the author carefully examines how war affected the fiscal development of the state, the creation of national identity, and claims to citizenship. Rather than building nation-states and fostering democratic citizenship, he shows, war in Latin America destroyed institutions, confirmed internal divisions, and killed many without purpose or glory.
