Since 1990, polarization hindered changing environmental policy statutorily. Yet, in mid-2016 the Lautenberg Act regulating toxics - chemicals employed in commerce - was passed, winning business and environmental support. What might explain this? Has the Trump administration undercut the law's effects? Does the Act's passage portend more progressive actions? We show that the Act was a function of the status quo changing due to regulatory efforts abroad and in the United States, and from outside pressures on business. These influences impacted implementation, with the Trump administration not targeting toxics regulation analogous to other programs. Further, the processes we observe for toxics may not be unique.

Nanotechnology promises to transform the materials of everyday life, leading to smaller and more powerful computers, more durable plastics and fabrics, cheap and effective water purification systems, more efficient solar panels and storage batteries, and medical devices capable of tracking down and killing cancer cells or treating neurological diseases. Policy analysts predict a radical change in the industrial sector; at present, the U.S. government spends nearly $2 billion annually on nanotechnology research and development. Yet the nanotechnology revolution is not straightforward. Enthusiasm about nanotechnology‘s future is tempered by recognition of the hurdles to its responsible development, including the capacity of government to support technological innovation and economic growth while also addressing potential environmental and public health impacts. Over the course of nearly thirty years, the environmental justice movement has changed the politics of environmental activism and influenced environmental policy. This book argues that the environmental justice movement has also begun to transform science and engineering. The chapters present case studies of technical experts' encounters with environmental justice activists and issues, exploring the transformative potential of these interactions. Technoscience and Environmental Justice first examines the scientific practices and identities of technical experts who work with environmental justice organizations, whether by becoming activists themselves or by sharing scientific information with communities. It then explore scientists' and engineers' activities in such mainstream scientific institutions as regulatory agencies and universities, where environmental justice concerns have been (partially) institutionalized as a response to environmental justice activism.
