State assistance can take the form of child care assistance, low income energy assistance, training or educational expenses, handicapped assistance, and clothing vouchers or allowances. USDA began to count state assistance as income to the recipient which caused the reduction in the clients' food stamps. Testimony is heard from advocates for the poor, representatives of state human services departments, and USDA's Food and Nutrition Service.
