The collaborative efforts of ColombiaA's Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY). Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.

This book illustrates an alternative approach to ‘state of sustainability’ reporting by presenting cross-sectoral and multi-disciplinary discussions on sustainability issues in the context of a developing country, Botswana. The book volume illustrates how academic publishing can supplement African governments' existing forms of reporting on sustainability by providing on-ground detailed descriptions and experiences relating to achievement of the various sustainable development goals (SDGs). In addition, this process involves, increases and enhances diversity of stakeholders that report on sustainability. Furthermore, the approach resonates with the UN’s recommendation to build local strategies for implementation of the 2030 agenda for sustainable development. Conventional reporting on sustainability by most African countries is an exercise that is customarily the preserve of designated government ministries. While this form of reporting provides a consistent platform for tracking sustainable development goals, it can also benefit from juxtaposition with in-depth descriptions and experiences provided by academic publishing. Academia, through publishing, provides a framework for on-ground situation-analysis as well as in-depth descriptions of African country’s grass-root experiences, thus allowing for temporal tracking of sustainable development milestones. This document reports on the Pan-African Workshop on Strengthening Organizational Structures of Non-state Actors for Sustainable Small-Scale Fisheries in Africa that was held in Kasane, Botswana, on 10–12 July 2019. The workshop was organized by WorldFish and FAO in collaboration with the African Union Interafrican Bureau for Animal Resources (AU-IBAR) and hosted by the Southern African Development Community (SADC). Within the context of implementing the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and the AU Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the workshop aimed at supporting the participation of small-scale fishers and fishworkers in decision-making and development processes that concern their lives and livelihoods. The main objectives were to enhance the functioning of the five subregional non-state actor (NSA) platforms in Africa; to develop strategies and recommendations for the establishment of a Pan-African NSA Platform; and to link global and regional processes and investigate how regional representation can be reflected in the SSF Guidelines Global Strategic Framework (SSF-GSF) mechanism, in particular its Advisory Group.
