Specifically, this report includes findings from the following types of school finance data: (1) Revenue and expenditure totals by state and the 100 largest LEAs; (2) LEA revenues by federal, state, and local revenues by source; (3) Expenditures by function and object totals by state; (4) Current expenditures per pupil by state and the 100 largest LEAs; (5) Interest on debt; and (6) Capital outlay. The finance data used in this report are from the School District Finance Survey (F-33), a component of the Common Core of Data CCD. The CCD is the primary National Center for Education Statistics (NCES) database on public elementary and secondary education in the United States. The F-33 survey consists of LEA-level finance data submitted annually to the NCES and the Economic Reimbursable Surveys Division of the United States Census Bureau (Census Bureau) by state education agencies (SEAS) in the 50 states and the District of Columbia. The SEAs submit data in conformance with "Financial Accounting for Local and State School Systems:2009 Edition(Allison, Honegger, and Johnson 2009), the NCES handbook that provides guidance to SEAs and LEAs in establishing and maintaining their school financial accounting systems. The purpose of this First Look report is to introduce new data through the presentation of tables containing descriptive information. The selected findings chosen for this report demonstrate the range of information available when using F-33 data files. Appendix A describes the survey content and methodology. Appendix B is a glossary of key terms used in this report. Appendix C includes a table with the difference in median current expenditures per pupil in noncharter districts and independent charter school districts for 22 states that reported data. Appendix D includes the final FY 11 tables that includes all revisions since the tables were originally published in the report entitled Revenues and Expenditures for Public Elementary and Secondary School Districts: School Year 2010-11 (Fiscal Year 2011) (NCES 2013-344).

Financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics, part of the U.S. Department of Education. The data are part of the National Public Education Financial Survey, one of the components of the Common Core of Data collection of surveys. This document presents statistics for revenues and expenditures for public elementary and secondary education for the 1993-94 school year. Over $260 billion of revenues were raised by local, state, and federal governments to fund public education for students in prekindergarten through the 12th grade in school year 1993-94. The greatest part of educational revenues came from student and local governments, which provided 93 percent of all revenues. Current expenditures (those excluding construction, equipment, and debt financing) came to $232 billion. This represents a 4.6 percent increase over expenditures in the previous year (in unadjusted dollars). Three out of every five dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $5,325 was spent on each student--an increase of 2.5 percent from 5 years ago (after adjusting for inflation). Definitions of terms, 2 figures, and 4 tables are included. (LMI)

The F-33 data file used to create this report includes regular school districts, independent charter school districts, as well as a substantial number of administrative and operating LEAs that are unlike typical school districts (e.g., education service agencies that provide specialized education services for school districts, such as vocational and technical training or education services for children with disabilities). In school year 2012-13 (FY 13), there were 18,477 school districts on the F-33 file in the 50 states and the District of Columbia. SEAs reported finance data for 18,004 or 97.4 percent of school districts on the F-33 file. The purpose of this First Look report is to introduce new data through the presentation of tables containing descriptive information. The selected findings chosen for this report demonstrate the range of information available when using F-33 data files. The selected findings do not represent a complete review of all observed differences in the data and are not meant to emphasize any particular issue. This brief publication contains basic revenue and expenditure data, by state, for public elementary and secondary education for school year 2005-06. It contains state-level data on revenues by source and expenditures by function, including expenditures per pupil. It presents data from the School District Finance Survey for School Year 2005-06 (fiscal year 2006, or FY 06). The School District Finance Survey is a district-level survey that consists of data submitted annually to the National Center for Education Statistics (NCES) by state education agencies (SEAs) in the 50 states and the District of Columbia. All financial transactions associated with assets, expenditures, revenues, and indebtedness are accounted for, including revenues from federal, state, and local sources and expenditures in categories such as instruction and instruction-related activities, student support services, administration, operation, capital outlay, and debt services. The School District Finance survey is part of the Common Core of Data (CCD) surveys that collect administrative records data from SEAs. The data are collected and edited by the Governments Division of the U.S. Census Bureau for NCES. All 50 states and the District of Columbia provided data for FY 06. This report contains 8 tables. For tables 1 through 6 in this report, all regular school districts that have student counts greater than zero and that are listed in the CCD Local Education Agency Universe Survey file for school year 2005-06 were included in the analyses. There were 15,335 such districts in FY 06. National figures do not include independent charter school districts; however, charter schools affiliated with regular school districts are included in the national and state figures. Data for independent charter school districts are reported separately at the end of tables 1 through 4 and are included in tables 5 and 6. Table 7 presents the revenues and current expenditures of the 100 largest school districts according to the size of their student enrollment, as reported in the School District Finance Survey. The federal revenues table (table 8) includes all local education agencies reported in the School District Finance Survey.
