Financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics, part of the U.S. Department of Education. The data are part of the National Public Education Financial Survey, one of the components of the Common Core of Data collection of surveys. This document presents statistics for revenues and expenditures for public elementary and secondary education for the 1993-94 school year. Over $260 billion of revenues were raised by local, state, and federal governments to fund public education for students in prekindergarten through the 12th grade in school year 1993-94. The greatest part of educational revenues came from student and local governments, which provided 93 percent of all revenues. Current expenditures (those excluding construction, equipment, and debt financing) came to $232 billion. This represents a 4.6 percent increase over expenditures in the previous year (in unadjusted dollars). Three out of every five dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $5,325 was spent on each student--an increase of 2.5 percent from 5 years ago (after adjusting for inflation). Definitions of terms, 2 figures, and 4 tables are included. (LMI)

The finance data used in this report are from the School District Finance Survey (F-33), a component of the Common Core of Data CCD. The CCD is the primary National Center for Education Statistics (NCES) database on public elementary and secondary education in the United States. The F-33 survey consists of LEA-level finance data submitted annually to the NCES and the Economic Reimbursable Surveys Division of the United States Census Bureau (Census Bureau) by state education agencies (SEAS) in the 50 states and the District of Columbia. The SEAs submit data in conformance with "Financial Accounting for Local and State School Systems:2009 Edition(Allison, Honegger, and Johnson 2009), the NCES handbook that provides guidance to SEAs and LEAs in establishing and maintaining their school financial accounting systems. The purpose of this First Look report is to introduce new data through the presentation of tables containing descriptive information. The selected findings chosen for this report demonstrate the range of information available when using F-33 data files. Appendix A describes the survey content and methodology. Appendix B is a glossary of key terms used in this report. Appendix C includes a table with the difference in median current expenditures per pupil in noncharter districts and independent charter school districts for 22 states that reported data. Appendix D includes the final FY 11 tables that includes all revisions since the tables were originally published in the report entitled Revenues and Expenditures for Public Elementary and Secondary School Districts: School Year 2010-11 (Fiscal Year 2011) (NCES 2013-344).

This report presents findings on public education revenues and expenditures using fiscal year 2007 (FY 07) data from the National Public Education Financial Survey (NPEFS) of the Common Core of Data (CCD) survey system. Programs covered in the NPEFS include regular, special, and vocational education; charter schools that reported data to the state education agency (SEA); and state-run education programs such as special education centers or education programs for incarcerated youth. Selected reported findings include: (1) Approximately $555.3 billion was collected in revenues for public elementary and secondary education in the 50 states and the District of Columbia in FY 07; (2) Current expenditures for the day-to-day operation of schools and school districts totaled $476.8 billion in FY 07, approximately $9,683 per pupil (an increase of nearly 30% since FY 95); (3) In FY 07, $290.7 billion was spent on instruction, 61 percent of all current expenditures; and (4) In addition to current expenditures in FY 07, $56.4 billion was spent in facilities acquisition and construction, $6.5 billion in replacement equipment, $7.8 billion in other programs, and $14.7 billion in interest on debt for a total expenditure of $562.3 billion. The expenditure functions include instruction, instructional staff support services, pupil support services, general administration, school administration, operations and maintenance, student transportation, other support services (such as business services), food services, enterprise operations, and total current expenditures. Objects reported within a function include salaries, employee benefits, purchased services, supplies, and equipment. The finance data used in this report are from the National Public Education Finance Survey (NPEFS), a component of the Common Core of Data (CCD). The CCD is the primary National Center for Education Statistics (NCES) database on public elementary and secondary education in the United States. State education agencies (SEAs) in each of the 50 states, the District of Columbia, and the 5 U.S. Island Areas of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands report these data annually to NCES. The NPEFS instructions ask SEAs to report revenues and expenditures covering prekindergarten through high school public education in regular, special, and vocational schools; charter schools; and state-run education programs (such as special education schools or education programs for incarcerated youth). The source for the data and findings included in this report is the FY 12 NPEFS provisional data file. Provisional NPEFS data have been subject to at least two rounds of extensive data review and editing; the data may also include revisions made by SEAs in their own review of their finance data that were submitted prior to the close of the collection period. Revisions submitted after the provisional data file has been locked will be incorporated in the final file for each fiscal year, which will be released at the same time as the release of provisional data for the following year. The purpose of a First Look report is to introduce new data through the presentation of tables containing descriptive information. The selected findings chosen for this report demonstrate the range of information available when using NPEFS. While the tables in this report include data for all NPEFS respondents, the selected findings are limited to the 50 states and the District of Columbia. Appendix A describes the survey content and methodology. Appendix B is a glossary of key terms used in this report. Appendix C contains final FY 11 tables that were included in the original FY 11 report updated from the final FY 11 NPEFS file.

The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys. The purpose of the NPEFS Survey is to provide district, state, and federal policymakers, researchers, and other interested users with descriptive information about revenues and expenditures for public elementary and secondary education. This report presents selected findings from the survey. The body of this report is composed of tables providing an overview of revenues and expenditures for public elementary and secondary education during the 2003 fiscal year. The tables present data on three topics: (1) Revenues--presents amount and percentage of local, state, and federal revenue; (2) Current expenditures--compares state spending on day-to-day expenditures; and (3) Total expenditures--highlights current expenditures plus facilities acquisition and construction, replacement equipment, other programs, and interest on debt. Approximately $440 billion in revenue was raised to fund public education for grades prekindergarten through 12 in school year 2002-03, also referred to as fiscal year 2003. Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to $455 billion.
