Farm structures in Central and Eastern Europe (CEE) today cover a whole spectrum of forms, which include small subsistence-oriented household plots, medium-sized commercial family farms, and large corporations. The agricultural sector in CEE definitely has not embraced the family farm as the dominant farming structure, thus confounding the original expectations of Western experts. On the other hand, agriculture did not collapse because of fragmentation and privatization, as predicted by conservative doomsayers. To address the concerns of the farming sector in CEE with relation to EU accession, a workshop was held in Warsaw, Poland in June 1999. This volume represents a selection of papers presented at this workshop. It examines the reforms and policy changes necessary in the food and agriculture sectors of the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers are organized around the following three topics: • Evolving farm structures and competitiveness in agriculture; • Land laws and legal institutions for development of land markets and farm restructuring; and • Development of farm services for improved competitiveness. This volume will be of interest to agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of agricultural reform in CEE.

The country study is based on the findings of several missions that visited Slovenia during the second half of 1997 and 1998. The report analyzes economic developments of the past few years and policy options linked to the challenges faced by Slovenia in its pursuit of European Union membership.The report is composed of two volumes. The aggregate level of retail prices in Slovenia after its independence was much lower than in Austria. For the average of the sample in 1990, the aggregate price parity was 0.9031 din/ATS and the aggregate level of prices was about 9 % lower (calculated on the basis of the official exchange rate 0.9948 din/ATS) than in Austria. From 1990 to 1994, retail prices in Slovenia increased by 939.6 % and in Austria by 14,7 %. This means tha the aggregate price parity of the sample in 1994 increased to 8.1917 SIT/ATS. According to this calculation, the level of Slovenian prices in 1994 was about 27 % lower (the exchange rate of the Bank of Slovenia 11.2826 SIT/ATS) than in Austria. Also purchasing power of the Slovenian average net wage in Slovenia was much lower than the purchasing power of the Austrian average net wage in Austria. After 1990 it was diminishing and in 1992 reched only 31 % of the Austrian one. Because of the faster growth of Slovenian relative wages in compariosn with the relative growth of retail prices, it increased in 1993 to 35 & and in September 1994 to 37 % of the Austrian one.

This 2002 Article IV Consultation highlights that Croatia experienced solid growth in the last two years, with growth rates of about 4 percent exceeding those of the euro area and of many other transition countries. The recovery, initially propelled by private consumption and exports, has more recently extended to investment, encouraged by easy access to credit and public infrastructure spending. After decelerating at the end of 2001 in the wake of the slowdown in Europe, growth resumed strongly in the first quarter of 2002 supported by domestic demand. The outlook for 2002 is moderately positive.
